Job Description

 Job purpose:

The Manager (Field Personnel), in International & Relief Service Department (IRSD) is primarily responsible for providing professional HR support and advice to IRSD’s personnel for overseas operations, which includes both paid staff and volunteers based outside of Hong Kong on overseas missions and in the Hong Kong Red Cross (HKRC) field offices, in line with the HKRC strategies, policies and guidelines.

 

Duties:

  • Develop HR plans, policies, procedures and systems for paid staff and volunteers on overseas missions and ensure a cohesive approach to people management for both headquarters and field operations;
  • Develop tailored induction and training materials for paid staff and volunteers before, during and upon completion of overseas missions;
  • Develop and manage an appropriate system for safety, health and psychological support for personnel on overseas missions; 
  • Manage operational rosters and mechanisms for personnel deployment in emergency & non-emergency operations;
  • Provide HR support to HKRC field offices; 
  • Ensure effective working relationship with line managers and other HR units of the IFRC and ICRC, as well as other Partner National Societies.

 

Requirements:

  • University Degree Holder, preferably in management. Professional qualification in Human Resources Management is an advantage.
  • Minimum 5 years relevant experience in HR management, volunteer management or international disaster management, in which, minimum 2 years supervisory or managerial experiences. 
  • Experience of working abroad is a definite asset.
  • Good knowledge of labor legislations and guidelines in Hong Kong and Mainland China.
  • Good knowledge of insurance related to health, personal accident and travel.
  • Good organizational skills and planning, self-motivated, detail-oriented, able to work in a multi-disciplinary team. 
  • Strong language skills in both Chinese (Cantonese and Mandarin) and English. Excellent interpersonal and communications skills.
