Job Description

Location: Sheung Wan

 

Heading the Training & Welfare Section under the Human Resources Branch, the roles & responsibilities of the Manager (Training & Welfare) are to:

  • formulate, implement and review staff training & development and staff relations & welfare policies;
  • develop innovative social media and communication platforms to enhance staff relations and communication within the organization;
  • plan, direct and coordinate over 50 staff training & development programmes per year as well as exchange programmes with external organizations including authorities in Mainland China; and around 40 staff social and recreational activities per year with effective marketing strategies for enhancing employee engagement;
  • oversee and monitor the administration of staff internal/external training applications/sponsorships and staff welfare schemes/granting applications in compliance with prevailing rules and regulations as well as statutory requirements;
  • analyse and prioritize training needs and staff relations & welfare plans; and coordinate the financial and budget administration for staff training & development and welfare activities/rewards benefits;
  • develop information technology strategies in line with business objectives and establish best practice models;
  • lead a team of over 20 administrative staff for an effective operation of the Training & Welfare Section; and
  • provide secretarial support to the Staff Welfare Committee and the Staff Consultative Committee.

The ideal candidate should:

  • have a recognized degree;
  • possess atleast 6 years of post-degree working experience at supervisory level in public administration work, institutional development and event management, preferably with knowledge on staff training and development; and
  • be proficient in English, Cantonese and Putonghua.

Compensation & employment terms:

The successful candidate will initially be offered a 3-year contract with a remuneration package commensurate with his/her background and experience.  The continuation of employment and employment terms thereafter will be subject to mutual agreement.  Apart from contributions to the MPF Scheme, other benefits include paid annual leave, medical services, a dental scheme and training sponsorships.  The incumbent will normally work under a 5-day week schedule subject to operational needs and exigencies of the service.
