Responsibilities

• Consolidate, coordinate and develop strategic plans of CA’s Qinghai programme;
• Follow up on the implementation of initiatives arising from the Annual Business Plan and ad-hoc initiatives/projects related to strategic planning, project management, resources development, staff engagement, capacity building etc. assigned by the immediate supervisor;
• Lead a team of HK and local staff working in Qinghai;
• Manage the operation & administration of CA’s Qinghai office;
• Liaise and collaborate with PRC government officials, staff of children homes, volunteers and church ministry network as to enhance service quality and develop new initiates;
• Enhance programmes for the Rehabilitation Centre, Special Education Centre and Nursing Centre in the Children’s Welfare Home;
• Develop poverty alleviation projects and provide prompt and professional advice to the top management;
• Assist Executive Director / Management to implement program from the new 10-year agreement with Qinghai Civil Affairs Department;
• Involve in Qinghai government co-operative committee / office as assigned by Executive Director to represent CA, with other colleagues;
• Prepare funding proposals & project reports in timely basis;
• Detect the trend & development of Qinghai Civil Affairs Department & government & feedback to Executive Director timely (on-going);
• Maintain good relationship with all CA partners in Qinghai (e.g. Civil Affairs Department / Civil Affairs Bureau, all Children Welfare Homes & Social Welfare Institutions);
• Support Executive Director to solicit overseas like-minded NGOs & Churches to Qinghai, to help CA develop a plan/ program for fulfilling the requirements of 10-year agreement;  
• Representing CA in all Qinghai Programme matter in consultation with Executive Director

Requirements

• Degree or above in Development, Humanitarian, Anthropology, Sociology, Social Work or relevant disciplines;
• At least 5 years experiences in orphanage or therapeutic service to children and young adult with disabilities;
• PRC project management experience is a must;
• Cultivate and pursue Christian excellence in our work and align with the Christian Vision, Mission and Core Values of Christian Action;
• With a strong passion to serve underprivileged, especially children;
• Experience in networking among senior executives/ government officials, church leaders and donors;
• Hands-on team leader with great interpersonal skills, who is able to lead, inspire and motivate the different levels of staff and stakeholders;
• Must have good facilitation skills, proven decision-making and problem-solving skills, willingness to accept responsibility, planning & organisation skills, ability to monitor budget, proven attention to detail, capable of multitasking and working to tight timeline, initiative, flexibility, adaptability and patience;
• Experience of setting up efficient & effective operating systems and procedures;
• Proficiency in written & spoken English, written Chinese and Putonghua is a must;
• Applicant with stronger experience will be considered as Senior Manager.

Christian Action was established in 1985 as a Hong Kong registered charitable organisation.  Our mission is to serve those who are poor, disadvantaged, marginalised, displaced or abandoned, aiming to give them hope, dignity and self-reliance.  Our service recipients include underprivileged children and youth, the unemployed, low-income families, ethnic minorities, refugees, migrant domestic workers, as well as orphans and abandoned children in Qinghai; we also run social enterprise programmes.  Our services are based on the example of Jesus Christ to serve all people regardless of their age, gender, nationality and religion.
