Major Responsibilities

• Act as the coordinator for managing the cyber resilience programme and developing cyber resilience strategy for the company
• Provide interpretation of cyber resilience controls and regulatory requirements; suggest industry best practices and provide advice on cyber resilience controls remediation
• Conduct cyber resilience inherent risk assessment for the company and provide input to risk metrics reporting
• Establish processes for the collection, analysis and sharing of cyber threat intelligence
• Coordinate with relevant parties to prepare programme budget and liaise with internal and external auditors in performing cyber resilience assessment and intelligence-led cyber attack simulation testing
• Prepare and maintain cyber resilience programme plan and schedule; track the programme progress and prepare regular status reports, as well as manage the logistics of the programme status meetings

Requirements

• University degree preferably in information technology, information security, computer science or related discipline
• Minimum 8 years of experience in technology risk and information security with at least 2 years’ experience in managing technology risk and/or information security projects gained from major financial institutions
• Expertise in technology risk and information security best practices, with broad knowledge of information risk and security issues, requirement, trends, data privacy and industry practices
• Familiar with ISO27001 and HKMA technology risk management and cyber security guidelines. Certification of CISA, CISM, CRISC and/or CISSP is preferred
• Team player with sound interpersonal and communication skills as well as excellent problem solving and analytical skills

The Hong Kong Interbank Clearing Limited (HKICL) is a private company owned by the Hong Kong Monetary Authority (HKMA) and the Hong Kong Association of Banks (HKAB). The key objective of the company is to develop and operate a safe and efficient multi-currency and multi-dimensional financial infrastructure in Hong Kong. It operates an integrated financial infrastructure platform for:

• interbank large value funds transfers denominated in HKD, USD, Euro and RMB;
• interbank money settlement of equity and debt securities transactions in Hong Kong via linkage established with the Hong Kong Securities Clearing Company Limited and Central Moneymarkets Unit system (CMU);
• interbank small value funds transfer denominated in HKD and RMB, i.e. the HKD and RMB faster payment systems (FPS);
• interbank clearing and/or money settlement of retail payments in Hong Kong such as paper cheques, autodebits, autocredits, credit card payments, etc.; and
• the HKMA’s CMU system, as a computer operator.
