Purpose of the Job

ACCO Brands is seeking a Product Operational Compliance Specialist to join its Legal and Compliance team based in Hong Kong or Guangzhou, China.  The primary responsibilities of this position include managing compliance operations activities with ACCO Brands Asia team for the US and EU markets including certifications, testing and other compliance verification programs.  In addition, this role will work closely with suppliers and ACCO Brands development teams to ensure that all products are being manufactured to comply with ACCO Brands Product Compliance Policy and Programs.

Responsibilities and Duties:

• Implement product compliance programs to ensure SKU-level compliance with all country-level and applicable product compliance core requirements and market standards including but not limited Corporate Compliance program requirements, US, Canada and EU requirements.
• Collaborate with suppliers and ensure execution of compliance requirements for finished products.
• Collaborate with suppliers and third-party laboratories or approval agencies to execute compliance plans.
• Be the primary contact for third-party laboratories and approval agencies for Asia-based manufacturing. 
• Review and verify compliance results meet requirements for finished products which may include obtaining and managing certificates of compliance, safety certifications, test reports and other documentations for Product Technical Files.
• Provide results from compliance activities to appropriate stakeholders.
• Represents Operational Compliance by actively participating on new product development teams, as applicable.
• Coordinate and manage on-going compliance approval update activities for finished products.
• Evaluate suppliers’ internal functions to assess their overall compliance performance and provides feedback.
• Assist in implementation of tools to assure ongoing process monitoring and performance improvements.
• Provide training, guidance, and support to suppliers and ACCO Brands teams to increase awareness of Compliance requirements.

Qualifications

• Bachelor’s Degree in Electrical/Mechanical Engineering, Science or similar discipline is required.
• 3+ years of related compliance experience is required.
• Prior experience with a testing or certification laboratory is preferred.
• Proven ability to procure, read, understand, and interpret technical reports, specifications, test data, regulatory requirements and be able to translate, technical information into useful laymen’s terms. 
• Strong working knowledge of North America and EU regulatory compliance requirements including but not limited to Electrical safety (NRTL, CB, LVD), electromagnetic compatibility (FCC, RED, IC), industry recognition programs (USB, Bluetooth, VCCI) and product safety (General Product Safety Directive, IEC, Machinery Directive) etc.
• Working knowledge of factory inspections process for electrical products.
• Self-motivated with ability to work under minimal supervision in analyzing and implementing solutions to problems.
• Strong verbal and written communications and organizational skills.
• Proficiency in verbal and written English language is required.
• High proficiency in MS Office.
• Ability to communicate effectively with suppliers and approval agencies to resolve technical issues.
• Ability to work effectively within a team environment.
• 25% travel (domestic).
