Principal responsibilities:

• Responsible for the execution of daily settlement activities (Hong Kong and Overseas Stock & Futures, Bonds, Options, Derivative)

• Monitor the settlements includes CCASS, OTC, Global Equities and Mutual Funds to ensure the compliance of internal operational procedures and relevant jurisdiction

• Perform reconciliations between front office and back office system

Secondary responsibilities:

• To ensure efficient settlement of transactions, through monitoring the payment condition of each Direct Participant closely on a real time basis

• Ensuring smooth payment flows in the market, securing smooth transfer of start of day and end of day file transfers to and from custodian agent.

• Observing throughput performance of Direct Participants against the established throughput guidelines

• Overseeing Direct Participants end of day funding transactions, proposing key performance indicators for management information reporting and compiling monthly information package for management review

• To contribute to the continuous development of the Clearing System through identifying and reviewing user requirements on system enhancements, and performing respective User Acceptance Tests and market simulation tests

• To ensure smooth functioning of Settlement Institution operations and to manage operational risk and put in place of sufficient contingency arrangements. Liaise closely with relevant parties on problem determination and appropriate procedural and technical solutions, balancing the system limitation with the cost and schedule to formulate solutions acceptable to business and operation, and conducting contingency drills on a regular basis

• To ensure compliance with SFC directives, Clearing and Settlement Systems Ordinance, the Clearing House Rules and audit requirements, continuous review of working procedures and implementation of audit recommendation, and preparing returns to SFC in accordance with the Clearing and Settlement Systems Ordinance requirement

• To maximise operational efficiency and productivity whilst remaining within a stringent and controlled environment through continual exploration for automation, review of work procedures for redundant or inefficient practices

• Build strong relationship with SFC, Hong Kong Interbank Clearing Limited and internal departments to maintain a safe and efficient clearing and settlement framework

• Provide professional services and advice to direct participating banks, react to their queries and feedback on clearing service, handle market exceptions and provide recommendations to superiors

• Provide quality management reporting to Senior Management and business areas

• Identify improvement opportunities including means to reduce manual efforts and streamline work procedures so as to reduce costs without compromising efficiency

• Keep abreast of market information on new business and continuously deepen technical and product knowledge of Clearing

• To ensure compliance with SFC, Clearing and Settlement Systems Ordinance, Clearing House Rules.

Qualifications

• Bachelor's degree in business or a related field

• Broad knowledge of the banking business preferably with Treasury knowledge

• Experience in handling payments and clearing operations in a major Financial Institution

• Experience in direct dealing with government officials, and corporate and retail customers

• Excellent knowledge with Real Time Gross Settlement operations

• Good understanding of Clearing and Settlement Systems Ordinance, the SFC Rules, Regulations and all relevant laws
