Purpose of the Position:

• Co-ordinate LPG supply from LPG suppliers to ensure secure supply to meet the company and its customer's LPG requirements within Hong Kong and Macau in a safe and reliable manner
• To supervise and co-ordinate transportation and delivery operations(including Road Transport and Maritime activities) within Hong Kong area in the most safe and economical manner, consistent with agreed standards of product quality and customer services.

Accountablilities: 

Reporting to Head of Logistic: 

1. Optimise and organise supply / stock replenishment to meet the company and its customers supply security requirements for LPG ex TYI to minimise discharge delays and demurrage exposure. Arrange berth/jetty access to facilitate TYI imports, co-ordinating access with other users as required. Ensure all associated administration/documentation is completed to meet regulatory and The Company requirements.
2. Optimise and organise supply / stock replenishment to meet the company and its customers supply security requirements for LPG ex Macau and co-ordinating supply into and offtakes from the supply points for Macau to ensure supply security and minimse delivered to customer cost. Ensure all associated administration/documentation is completed to meet regulatory and the company requirements.
3. Arrange cargo quality and quantity inspections with third party independent surveyor. Ensure all product specification meet company standards
4. Ensure optimum LPG stock all the times and no interruption to plant operation.
5. Monitor and keep good records of all shipping documents and prepare Supply KPIs and monthly summary report to Line Manager and Supply Manager
6. Liaise with government authorities in import/export declaration.
7. Ensure that all stock purchases, transfers and are correctly invoiced, all stock movements recorded in supply point stock system. Perform month end closing procedures to facilitate the above as required.
8. Assists in resolving terminal and customer complaints due to product quality, delivery problems and safety matters.
9. Ensure no safety incident, fatalities and record-able incidents in the transportation activities in particular all road transport HSSE control measures are in place.
10. Implement the HSSE plan in related to the distribution activities according to schedule and promote a proactive culture in the transport operation.
11. Conduct appraisal and formulate measures for proactive improvement of HSSE performance of hauliers. Regular review of Road Transport HSSE cases and Maritime HSSE case to bring it a live document under operation control
12. Formulate contracting strategy for procurement of transport services and necessary equipment as required by the business.
13. Exercise effective control, training and management of selected contractors to maintain the company’s standards and competitiveness in the industry. Liaise with customers/account managers so as to define effective distribution operations in full compliance with existing company standards, policies and statutory requirements.
14. Operate various distribution channels safely, within cost budgets and target schedule. Establish system to collect suitable data for KPI analysis so as to formulate improvement measures for structural cost reduction.
15. Provide 24-hour emergency response services in related to LPG distribution and transport operations under operation control.
16. Provide adequate supervision to the delivery contractors working in the delivery operation to ensure all operations are carried out in a safe and effective manner in accordance with company and Local Authorities standards and procedures.
17. Ensure adequate trained manpower is arranged for sale order creation and confirmation.
18. Be responsible for the scheduling of bulk product packed product (Road Transport & Marine) delivery and to ensure it is done in a safe and effective manner.
19. Ensure product quality under his control is produced in accordance with the company standards. To produce and revise work procedures and instructions for controlling the quality of work of operatives & contractor staff
20. Supervise three immediate subordinate in executing the above duties and work closely with LPG plant and account managers to have those works done efficiently.

Requirements: 

• Holder of Degree or above in industrial, mechanical, production engineering or transport/logistics management.
• Good command of English and Chinese
• Fluent speaking of Cantonese
• At least 7 years in supply or transport or logistic field
• Good inter-personnal skills
