Job Description

The project quality engineer leads and facilitates various design for quality and reliability activities for the Video Line of Business (VLoB) offer development programs, as well as issue-to-prevention to drive exceptional customer experience. The project quality engineer works very closely with the production plant/partners and with program teams and other key stakeholders, to include, supply chain, manufacturing engineering and reliability testing team etc., to complete required deliverables at each stage-gate ensuring quality, reliability and safety is built in to our offers, before commercial launch.

The position is very critical in our pursuit to only sell products which are safe, reliable and exceed our customer expectations, and to provide an exceptional customer experience. This position can be located in either, Taipei, Hong Kong or Shanghai and reports to PELCO’s Product Quality manager based in Fresno, California, USA.

Essential Functions:
Is the customer advocate on new product introduction (NPI) programs, and ensures the voice-of-customer (VoC) is heard, and is the primary driver in our product development decisions.
  • Ensures the new offer development from concept-to -manufacture follows PMP (Project Management Process) or PEP (Product Evolution Process), in conjunction with program managers and technical champions, providing all quality assurance deliverables on time.
  • Performs as a quality gate-keeper, challenges and ensures customer and business interests are protected at stage-gate reviews.
  • Initiates detailed quality and reliability plans to accomplish quality and reliability goals for all new offer development programs.
  • Ensures ‘lessons learned’ from field experience are incorporated in new designs and drives the continual improvement of offer quality.
  • Provides input to product functional specification based on VoC and warranty cost calculation, based on the DFQ/DFR analysis.
  • Ensures required risk mitigation at each stage-gate and drives risk mitigation and issue resolution before moving to next stage-gate.
  • On an ongoing basis, analyze data, look for trends (such as reason for returns, failure modes, and support calls) and drive product/process improvements.
  • Reviews and approves product (and process) documentation, such as installation, operation and maintenance manuals and re-work instructions etc., as appropriate.
  • Lead resolution of complex multi-disciplinary problems through established tools, such as 8D.
  • Drives robust preventive actions identifying underlying process gaps to prevent recurrence of major offer quality issues uncovered during development stages.
  • Is a strong change agent, driving a culture of continuous improvement.
 
Qualifications
  • BS in electrical or electronic engineering, or equivalent educational background.
  • Minimum 5-6 years’ experience in similar role in electrical/electronic/technology industry.
  • Proven competencies in implementing design for quality and reliability through MTBF prediction, design margin analysis, DFMEA, FTA etc.
  • Experienced in driving design for quality and reliability activities, such as, DFMEA, FTA, MTBF prediction, design margin check, useful life analysis etc.
  • Good understanding of electrical circuit design, electronic hardware, firmware and software.
  • Bilingual required, English and Mandarin (both written and verbal communication skills).
  • Excellent quality planning and decision-making skills; to include strong analytical, troubleshooting and problem-solving skills.
  • Self-motivated and self-directed, with high sense of urgency.
  • Ability to influence, persuade partners and internal project teams, and resolves conflicts
  • Ability to work well virtually and independently with limited supervision.
  • Ability to foster and maintain strong work-related relationships.
  • Solid work ethic; is accountable and honors responsibility and commitments.
  • Diligent and thorough, with strong attention to detail.
  • Demonstrated ability to handle multiple tasks and assignments simultaneously
  • Ability to travel: 30 to 40% local travel; 10 % international travel.
