Job Description

Responsibilities of the role:
 
The main responsibilities for the Head of PMO is to manage the overalldelivery of project(s) within the Next Generation Post Trade (NG) program – business and technology, and to take responsibility for the transformation and implementation of a more agile and adaptive program structure for the NG program.   
 
The Head of PMO of NG will report directly to the Program Director for Platform development, whose role is to implement the overall delivery of change – business and technology for the Next Generation program.
 
The Head of PMO will work closely with the Program Director of NG, all business lines owners, business analysts and project managers to bring the program to a successful completion including:
  • Involvement in defining business and technology goals and objectives for NG – including make necessary adjustments of the project organisation and working processes in order to achieve the goals.
  • Establish policies, procedures and program standards for delivering the required change with focus on agility for both business and technology.
  • Monitoring project implementation and planning tracked against progress, resource commitments and cost constraints to ensure consistency with the strategic direction of HKEX as defined by the HKEX Board and Executives
  • Reviewing projects and portfolio metrics and key performance indicators to monitor compliance with the risk tolerance of HKEX with respect specifically to the risk that the introduction of new products or services will either:
    • create unforeseen exposures for the company, its clients or the market as a result of a lack of thorough analysis prior to implementation or,
    • unduly stretch the capacity of existing resources during development and/or subsequent implementation as well as daily operations or,
    • divert resources from other critical projects
  • Provide clarity and direction to the project teams identifying gaps and interdependencies and managing issues across the programme disciplines to resolve any conflicts.
  • Support the annual budget process for NextGen and perform regular cost control QA reviews
  • Identify and negotiate for resources across functional areas to meet the project needs, and coordinate as required the involvement of support functions within HKEX to ensure the NextGen Programme is completed on time and budget.
  • Identify potential risks to achieving project objectives and escalate when not quickly resolved
  • Provide clarity and direction to the project teams, and the business, gaining respect and trust by adopting and promoting HKEX core values. Mentor and coach team members.

Requirements:

  • Minimum ten years financial experience from financial market infrastructures (CCPs, or CSDs) including proactive involvement in critical project or programme implementations involving multiple stakeholders
     
  • Familiarity and understanding of clearing and settlements to include business, technical and operational issues associated in the operations and running of a Clearing facility (including processes and infrastructure)
     
  • Experience from transformation of organisations and programs into agile structures and gain consensus across the business and technical landscape to allow the Programme to move forward. A problem–solving attitude to issues is essential and must be evidenced
     
  • Previous experience working closely with IT delivery teams with experience of conflicting priorities and issue resolution
  • Proven ability to manage a team of individuals to ensure continuity of service
  • Solid experience in
    • Programme/Project environment within a Clearing House
    • Strong stake-holder management
    • Good presentation skills
    • Market knowledge
    • Problem solving/mediation

  • Proven ability to forge strong relationships with the company/ group and the platform's organization
  • Excellent computer skills, specifically on business applications (office and project)
  • Excellent communication skills (oral and written)
  • Strong interpersonal, presentation, and analytical skills

Highly desired:

  • Preferable from larger transformation, or innovation programs within a CCP or a CSD
  • Deep familiarity and experience from Exchanges in the nature of  work (in addition to Clearing House)
  • Familiar with cross asset front to back processing, and vendor management
  • Familiarity and understanding of agile development processes, tools, and automatic testing, including the interaction with the business
  • Proven ability to manage projects or programmes successfully in a cross cultural environment.
