The purchasing lead is responsible for supporting all aspects of purchasing during the new product development phase at the offer creation process (OCP) and offer fulfillment process (OFP) for BUY products, such as original design, or original equipment, manufacturing (ODM/OEM), with an efficient supplier selection and management process. As such, he/she is responsible for maintaining and developing a panel of best-in-class suppliers to meet Pelco’s growth requirements, sourcing and industrial transfers.

Responsibilities:

• Ensure a safe and environmentally friendly work environment for team members.
• Purchasing for all ODM finished products for Pelco business.
• Negotiate, optimize and reduce the total cost to ensure best competitiveness from day 1 through end-of-life.
• Negotiate and optimize supply chain and logistics terms and conditions, including minimum order quantity (MOQ) and lead-time.
• Drive contract negotiation and finalization with suppliers. Set up contract with legal department.
• Identify gaps in terms of suppliers between needs and reality and conduct marketing activities to drive and keep the best-in class supplier panel and sourcing strategy.
• Align offer creation process sourcing target with the video purchasing strategy, focusing on strategic suppliers.
• Push co-development with suppliers and early supplier involvement, bring supplier market view to projects.
• Assess purchasing needs (incl. resources) for the projects in coordination with other functions and the project team.
• Deliver the purchasing activities as per BLLMP, manage the cost commitment, timely deliveries and supplier management.
• Provide purchasing support to key projects and act as single-point-of-contact (SPoC).
• Drive supplier on productivity Quality Value Extraction (QVE) through suppliers and with support from internal resources.
• Lead and drive supplier evaluation and development.
• Identify new technologies required for new designs.
• Understand product design/function to guide design options to best available supplier.
• Provide local market intelligence and align with project requirements to build efficient sourcing strategies.
  
  

 Requirements

• A Bachelor’s Degree in Business, Engineering, Supply Chain Management or related fields.
• A minimum of six years’ experience in global strategic sourcing, purchasing, and project management.
• Experience in ODM/OEM purchasing.
• Project purchasing and/or research and development experience, a plus.
• Demonstrated strong analytical skills.
• strong written and verbal communication, interpersonal, and leadership skills in a high-volume work environment.
• Sales and operations planning experience, a plus.
• The ability to travel both domestic and international, as needed.
• Greater than three years’ experience in similar role, preferably in video surveillance, a plus.
• Understand video surveillance product and solutions offerings, a plus.
• Knowledge and understanding of international trade, transportation and warehousing.
• Fluent in English and Chinese, both written and spoken.
• Experience with and/or implementing best-in-class purchasing processes.
• Quality management and expertise.
• Applied knowledge of Lean and Six Sigma or other continuous improvement methodologies in a regulated manufacturing environment.
• Experience in supply chain and manufacturing processes (SPS).
• Capability of handling multiple and conflicting priorities and effectively prioritize tasks in a fast-paced work environment
• Experience in customer quality and delivery excellence.
• Worked in a global manufacturing environment.
• Experience using Microsoft Office skills: Excel, PowerPoint, Word, Project, Outlook.
• At ease in functional reporting (doted / dual line reporting) as well as hierarchical mode (direct / solid line) in large matrix organizations
