Job Description

  (Salary: $30,790 to $63,950, plus 10% Year-end Incentive Payment)

Main Duties

(i)   Perform activities related to the system development life cycle including implementation, development,  system maintenance, upgrade and ongoing support of IT systems and service delivery;
(ii)  Deliver and/or develop works including application and/or system programming, feasibility study, design, testing, system acceptance, capacity planning, technical support and quality assurance;
(iii)  Liaise with parties concerned (such as users, vendors, computer operators) for requirement study, implementation and on-going activities support;
(iv)  Assist supervisors in vendor management including outsourced services, quality assurance of deliverables and service acceptance;
(v)  Participate in procurement process of IT systems, products and services;
(vi)  Support supervisors in providing technical advice to management and users; and
(vii)  Perform any other IT-related duties as required.

Remarks : Successful candidates may be posted to different IT streams when required.

Entry Requirements

  (i)  (a)   A Hong Kong degree in Information Technology/Engineering, or equivalent; OR
        (b)   A Hong Kong degree in subjects other than Information Technology/ Engineering, or equivalent; and at least 2 years’ post-qualification experience in IT fields;
  (ii)  Level 2 (“Grade E” before 2007) or above in Chinese Language and English Language (“Syllabus B” before 2007) in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or Hong Kong Certificate of Education Examination (HKCEE), or equivalent;
(iii)  Post-qualification experience in one or more of the following areas would be an advantage

(A)  Development, implementation and maintenance of  

  • Web applications running on J2EE architecture, VMWare, UNIX, Linux, Websphere Application Suite, JBoss, or other open source products; or
  • SAP ECC 6.0 or above.

(B)  Mobile App development and maintenance

  • Skill in at least one of the following
    • Native iOS App using Objective-C, Swift or X-Code; or
    • Native Android App using JDK and Android API; or
    • Hybrid App using CSS, HTML5, Javascript, Typescript, Ionic, Angular or JQuery
    • Knowledge in Mobile app UI & UX design;
    • Knowledge in RESTful web services;
    • Knowledge in Agile Methodologies

(C)  Information security experience and/or qualification

  • Holder of CISSP or CISA
  • Security risk assessment;
  • IT audit;
  • Incident response handling; or
  • Technical support including anti-virus system, end point application control system, security information and Event management system, network firewall, web application firewall.

(D)  Implementing various international IT industry standards

  • CMMI
  • ITSM/ITIL
  • ISO 27001

Terms of Appointment

The appointment will be on Housing Authority regular terms of employment, with continuous employment being offered till an employee reaches the prevailing retirement age upon passing the probationary period.  A competitive pay package, which is commensurate with the employee’s qualification and experience, will be offered.  On top of the base salary, the employee may receive a year-end incentive payment at 10% of the total base salary received upon satisfactory completion of every full year of service.  An employee who has completed no less than six months of service by the end of the first calendar year of his/ her employment may also receive a year-end incentive payment calculated on a pro-rata basis.  The entry pay, terms of appointment and conditions of service to be offered are subject to the provisions prevailing at the time the offer of appointment is made.
