Job Description

Office of the United Nations High Commissioner for Refugees (UNHCR) is recruiting a Private Sector Partnerships Officer (Hong Kong) to act as key pivot to support all Private Sector Partnerships (PSP) staff working in UNHCR Hong Kong and mainland China.

PSP Officer (Hong Kong) will closely work with the Global and Regional Private Sector Partnerships (PSP) Unit and with the Representative based in Beijing. This position, reporting directly to the Senior Global PSP Officer (Asia & Pacific), leads the Hong Kong and Beijing PSP team which encompasses all the PSP tasks.

The position aims to maximize the donor base from the private sector for the Agency, and is responsible for managing the individual giving, the leadership giving (corporate/foundation/major donors), donor retention and also communication with various partners such as UNHCR’s important donors, the media, social influencers and celebrities for PSP. In a country where international staff cannot communicate in the language of the majority of these donors and partners (Cantonese and Mandarin), the responsibility accorded to the position to pass official messages and represent UNHCR in official ways is heightened.

 

Requirements and experience:

  • Undergraduate degree (equivalent of a BA/BS) in International Relations, Journalism, Communications, Political/Social Sciences, Business Administration/marketing or related field plus minimum 6 years of professional experience in Private Sector Fundraising, Public/External Relations or Media, with an exposure to the international environment. Graduate degree (equivalent of a Master's) plus 5 years or Doctorate degree (equivalent of a PHD) plus 4 years relevant work experience may also be accepted.
  • Proven skills in writing, translation and communication, and presentation skills.
  • Market knowledge of Private Sector Fundraising in Hong Kong.
  • Excellent written and spoken Cantonese language skills and excellent in both English and Mandarin language skills.
  • Familiarity with the UN in general and a good knowledge of UNHCR operations both at Headquarters and in the Field would be an asset.
  • Expertise and up-to-date knowledge in existing and PSP techniques such as direct marketing or direct response fundraising, telemarketing, monthly donor programmes such as face-to-face, mass appeals, digital fundraising and emergency fundraising. Experience with Major Donor Fundraising and Corporate fundraising.
  • Good computer skills.
  • Ability to work independently and to exercise good judgement is also valuable for this position, which requires a certain level of maturity, sensitivity and leadership by example.
  • Knowledge of refugee issues and of UNHCR or another human rights-oriented agency would be an asset.

 

Responsibilities:

  • Have a strategic and long term vision for the development of the fundraising activities and the environment needed for that.
  • Lead the development and implementation of a strategic plan for the Private Sector Partnerships in Hong Kong and in China, building on the progress made in past years and reflecting both the country advocacy strategies and the global PSP strategies.
  • In line with global strategies and direction of the Agency, contribute to promote the Agency’s brand awareness and positive image of the refugee protection issues in the country. Work closely with other stakeholders to contribute to the development and implementation of successful communication plans and activities.
  • Lead the country PSP team to substantially increase the funds raised for UNHCR from a variety of private donors.
  • Oversee all the individual giving programs which include the face-to-face street fundraising programs and digital fundraising programs combined with other multi-channels such as TV, Radio, magazines and various social media/network.  
  • Develop and oversee relations with relevant leadership giving partners and donors, including high net worth individuals, foundation and corporate donors in order to seek their increased financial and moral support for UNHCR.
  • Oversee the maintenance and improvement of the data base of all the donors in which their private information and donation history are saved.
  • Oversee the development, maintenance, updating and enhancement of all the fundraising communication messages and materials for print and digital outlets in order to maximize the loyalty of the donors for UNHCR.
  • Lead and manage emergency fundraising appeals in the country level which are approved by the Headquarters to mobilize funds and public interest.
  • Manage and oversee the budget, expenditure, and human resources (UNHCR internal and affiliated staff through UNOPS) of the Hong Kong PSP operation.   
  • Ensure the submission of regular and comprehensive reports to the relevant internal recipients inside UNHCR (country, regional and HQ level).
  • Ensure the compliance with the relevant domestic law related to fundraising practice, fundraising licensing and data protection.
  • Perform any other related duties that may be required.
