The purposes of position are to assist the community engagement process in WV China Area Program (AP) planning and implementation toward enhanced community ownership and sustained Child Well Being (CWB), to assist in capacity building in community engagement for WV China staff at all levels (National Office/Zonal/AP) and local partners;  to play a leading role in promoting an organizational culture that supports and encourages continuous learning through formal and informal learning opportunities which are based on sound adult learning principles.

Responsibilities:

• Involve in the development of AP Planning guidelines/manual for WV China
• Support APs in planning and implementing the AP Community engagement and Sponsorship Plan (CESP)
• Provide guidance to APs on implementing the Annual Community Review and Planning (ACRP), including the AP Program effectiveness self-review
• Provide technical guidance and support on how to develop and implement micro projects
• Provide technical support to Technical Program (TP) leads to ensure Development Program Approach (DPA) is well applied in each TP
• Provide guidance to APs for promoting local partnering in sustaining CWB
• Review AP Plans, annual Plan of Actions, and CESP report to ensure its alignment with National Strategy, National CESP
• Provide periodic monitoring, reflection and supervising visits to the APs to ensure the quality of the CESP implementation
• Identify and document best practices and good models of CESP for purpose of advocacy and replication
• Facilitate TOT trainings on AP Planning for zonal and AP managers, key partners
• Provide technical support to APs in capacity building of community engagement activities for local program management system and identifying their capacity building needs 

Requirements:

• Bachelor degree or above in Development Studies or related fields
• At least 5 years’ relevant experience
• Work experience with INGOs
• Knowledge of community development work, development projects, Monitoring &Evaluation and Programme Management
• Good working knowledge in using participatory tools like Participatory Rural Appraisal (PRA), and appreciative inquiry
• Good skills and experience in training and capacity building at grass root level and in developing grassroots organizations in local context
• Strong facilitation, communication, influencing and cooperation building skills
• Good Mandarin and English speaking as well as writing skills
• Good computer skills
• Willing to travel extensively
• One year contract
