Job Description

The main focus of the post is to coordinate the provision of short-term social welfare needs and other forms of support for the most vulnerable protection claimants in Hong Kong to enable them to work with Justice Centre’s legal staff on their case for protection.

 

This is a full-time position with a salary range of HK$18,000 – HK$20,000/month, commensurate with experience. Generous annual leave, MPF and private health insurance are also provided. Right to work in Hong Kong is essential.

 

Main Responsibilities

  • Coordinate the provision of short-term social welfare needs and other forms of support for the most vulnerable protection claimants in Hong Kong to enable them to work with Justice Centre’s legal staff on their case for protection.
  • Proactively liaise with the government, other relevant NGOs and agencies to better meet the social welfare needs of Justice Centre clients.
  • Deliver information to clients, coordinate and assist them to access social welfare services provided by other agencies.
  • Identify urgent welfare and/or support needs and ensure targeted referrals.
  • Collect and analyse data from this service to contribute to Justice Centre’s research and policy work.

 Job description

Responsibilities:

  • Coordinate Justice Centre’s short-term social welfare support programme.
  • Assess the social welfare needs (including medical) of JCHK clients; and formulate individualised action plans accordingly
  • Make referrals to external agencies to address the identified social and medical needs of JCHK clients.
  • Liaise with, and update, JCHK legal caseworkers on progress made on addressing the social welfare and medical needs of clients
  • Maintain positive working relationships with existing external social welfare partners
  • Establish efficient referral mechanisms with external social welfare providers
  • Build new relationships/referral streams with external providers of social welfare and medical services
  • Assist clients to gain their entitlements to housing, welfare and health access as well as refer clients to other agencies that provide such social and health services.
  • To provide documentation as requested – e.g. support letters, reports, statistics
  • To maintain appropriate records of all work undertaken using Justice Centre’s case management and filing system.
  • To take part in regular team meetings and individual supervisions
  • To ensure information is provided for audit and evaluation purposes.
  • To ensure compliance with clinical governance protocols and implementation of good practice.
  • Contribute to the work of Justice Centre’s policy and advocacy team when required.
  • To comply at all times with Justice Centre policies, including equal opportunities, health and safety and confidentiality policies.
  • Perform other duties as assigned by Head of Psychosocial Services and Executive Director

 

 Person specification

Essential:

  • Experience of working with survivors of serious trauma, or other vulnerable populations.
  • Possesses a thorough understanding of the needs of asylum seekers and refugees.
  • Excellent interpersonal skills
  • Demonstrated excellent organizational skills and ability to effectively coordinate multi-disciplinary provisions, maintain client files and data on casework management systems as well as generating statistics relevant to the service upon request.
  • Demonstrated ability to work both independently and as part of a multidisciplinary team.
  • Knowledgeable about the USM and social welfare provisions available to asylum seekers and refugees in Hong Kong.
  • Literacy in Microsoft Office and experience of using case management systems like CLIO.
  • Must have right to work in Hong Kong   

Desirable:

  • Experience in human rights or refugee protection field.    
  • Knowledge and experience of Hong Kong’s legal system for the protection of refugees, asylum seekers and torture survivors or a comparable jurisdiction.
  • Fluency in another language such as Cantonese, French, Arabic, Urdu or Bengali.
