Job Description

Summary: The U.S. Mission in Hong Kong is seeking eligible and qualified applicants for the position of Financial Management Analyst.

 

Duties:  Provide integrated financial management services for all other U.S. Agencies.  The scope, volume and complexity of work involved is usually demanding and requires a high degree of technical knowledge and independent initiative due to the fact that the incumbent is controlling various allotments with restriction in funds in different functions and further restrictions in multiple function codes which has different regulations, laws and procedures.  This includes:

 

Formulate and prepare annual budget forecast, perform mid-year and year-end review for assigned allotments to include various section accounts, rehabilitation/renovation projects, maintenance and repair costs for both residential and non-residential owned properties. 

 

  1. Analyze, develop, and monitor budget execution for all assigned allotments especially during the end of the fiscal year.  Determine the adequacy of funds for all assigned allotments with their own category limits and different regulations and rules.  Identify the funding deficit or surplus and takes prompt actions to request additional fund from Headquarters or return excess funds for reappointment. 
  2. Perform budget executions. Maintain accounting records and funds control. Determine proper accounting classification for each obligation.  Review and record all financial transactions.  Validate documents and obligate funds for various expenses within amounts allotted, and makes monthly adjustments of obligations.  Produce financial reports for various allotments. 
  3. Serve as the principal financial analyst for all assigned allotments.
  4. Manage Overseas Citizen Services (OCS)/Trust Funds and Suspense Depository Accounts.
  5. Prepare journal vouchers and other duties as assigned.
  6. Serve as liaison on donation related financial matters for the U.S. Independence Day celebration.

 

Qualifications and Evaluations 

EDUCATION:   Completion of college or university level training in finance, accounting, or budgeting is required.

 

Requirements: 

EXPERIENCE:  Three to five years of progressively responsible experience in budgeting, accounting, finance or auditing work requiring analytical, judgmental, and expository abilities is required.

 

Evaluations: 

LANGUAGE:  Level III (good working knowledge) Cantonese ability is required. Level III (good working knowledge) English ability is required in order to effectively interpret regulations and elucidate budget and account status for the FMO and other agency’s administrative and finance personnel.  (This may be tested.)
