Our Client is a USA FMCG business.

Reports to the North Asia HR Lead.

 

POSITION SUMMARY STATEMENT:

The Human Resources Manager of Hong Kong and Macau manages and oversees the overall provision of Human Resources services, policies and programs for Hong Kong Distribution Centre, Hong Kong Regional Office and Macau Distribution Centre. The primary areas of responsibilities are as follows:-

 

Recruitment and staffing.

Employment and compliance to regulatory concerns related to HR.

Organization development and workforce planning.

Performance Management.

Employee orientation/on boarding, training and development.

Policy and procedures development and implementation.

Employee relations.

Employee engagement an Communication.

Compensation, Payroll and benefits administration.

Employee safety, welfare, wellness and health.

Employee services and counselling.

Office Administration and Facilities management.

The Human Resources Manager ensures overall implementation of HR services, policies, and programs through its immediate Human Resources and Administration team; and is part of the country management team in HKDC/Macau DC and HKRO; and advises and coaches company’s management team about Human Resources issues.

 

DETAILED RESPONSIBILITIES/DUTIES:

This role has overall Human Resources and Administration responsibilities for both business units, Hong Kong DC, Macau DC and Hong Kong Regional Office.

 

Developing, implementing and updating HR policies and  programs that are aligned within  the country that are in line with Corporate and Region’s guidelines and objectives and in compliance with any local labor law requirements, as well as streamlining HR process to ensure maximizing of resources and cost efficiency.

 

Ensuring HR programs are competitively positioned to attract, retain and develop good talent.

 

Provides HR policy guidance and interpretation, including interpret, explain and ensure adherence to company and government rules, regulations, and procedures. Advise management on employment law compliance.

 

Work with and advises hiring managers and recruiters to support recruiting efforts, including updating all job descriptions and employment requisition/position justifications requirements and process, candidates selection and interviewing as well as coaching managers on interviewing skills and candidate selection,

 

Conducts and analyzes exit interviews and recommending changes as needed.

 

Prepare periodic HR reports related to staffing, employment activity, turnover and other HR metrics as required.

 

Coordinates performance management schedule with HR director, North Asia and provides performance management guidance and support to line management.

 

Facilitate sessions with leadership/line management to develop and communicate business goals and objectives.

 

Drive continuous performance improvement.

 

Coach managers on developing reviews and delivering feedback.

 

Resolve performance review and rating disagreements.

 

Provide coaching and guidance to managers on promotions, demotions, and transfers and disciplinary actions.

 

Management and administration of all Compensation & Benefits programs, including merit, bonus plans, employee welfare, wellness, leaves, medical & insurances and other benefits according to the company’s philosophy, budget and applicable laws.

 

Management of employees payroll and ensure employees are paid timely. This responsibility will eventually be transitioned to the payroll shared services in Malaysia GBSC by end of 2019.

 

Work with Regional Compensation & Benefit director to participate in salary and benefits surveys and to keep abreast of market trends in compensation and benefits in the Country and to provide information and make recommendations to the Company’s management regarding trend and analysis related to salary increase, staff compensation and benefits.

 

Management of Employee records and ensures employee data integrity in our HRIS systems are at the highest level.

 

Ensure HR and Admin department budgets are well managed and within guidelines.

 

Attend management/business meetings, employee townhalls, and also proactively reach out to management team on a regular basis to ensure up-to-date knowledge of business strategies & objectives, operations, organizational structure and culture, and potential human resources issues and opportunities.

 

Responsible for overall employees learning & development and  orientation and work closely with the HR director  of North Asia and  Regional talent development director  to provide effective career development for top talent.

 

Work with the local management team and HR director of North Asia to identify high potential talent and develop future leaders as part of succession planning and to accelerate development of the leadership pipeline within the country/region.

 

Development of a strong, effective and respected HR and Administration team.

 

Developing a people-oriented organizational culture that emphasizes collaboration, continuous improvement, high performance and innovation.

 

Work closely with HR director of North Asia in Employee Engagement Surveys and Action Planning in the country to ensure follow up actions on improvement plans are effectively formulated and agreed for implementation.

 

Oversees overall employee and team activities as organized by the HR/Administration team and Recreation Committee, within budgets and with aim of improving  employee engagement and morale.

 

Attend to employee grievances and discipline and counsel staff as whenever required and investigate any HR related complaints or allegations as deemed necessary.

 

From time to time, participates in projects and ad hoc assignments as required by the Management and Regional HR team.

 

 

SUPERVISORY RESPONSIBILITIES

 

HR and Administration Officers in HK DC and RO, including temporary staff

 

ORGANIZATIONAL RELATIONSHIPS

 

Interacts with all levels throughout organization and vendors, as well as members where required.

 

REQUIRED QUALIFICATIONS

  • Has some experience and/or understanding of HRIS.
  • Fluent in spoken and written English and Chinese.
  • Proficient with Microsoft Office environment (Word, Excel, Power Point, Email).

 

EXPERIENCE & EDUCATION

 

At Least 10 years of experience in HRBP Support, progressive in nature.

Bachelor Degree in HR Management or related degree.

Experience working is a variety number of business units.
