RESPONSIBILITIES

• Strategically plan, develop, implement, monitor and evaluate the ministries in China to be aligned with The Salvation Army’s vision, mission and values
• Provide overall leadership fulfilling the objectives of The Salvation Army by leading and directing all aspects of The Salvation Army’s ministry in China by representing The Salvation Army to the donors, project partners, foreign and local government representatives, churches where appropriate
• Develop and maintain good relationship internally throughout The Salvation Army’s Territories/Commands and externally with government officials, non-government organizations (NGOs), project partners, funding entities, media, donors, communities in China and other countries
• Responsible for the overall management of China Development Department as well as overseeing development projects in China
• Provide strategic directions to staff and ensure staff members are in line with The Salvation Army’s policies, procedures and standards
• Exercise good stewardship over all resources by maintaining financial control, procedures and records, and accountability standards required by The Salvation Army and donors
• Take part in relevant Boards and Councils (including Project Management Board) as appointed
• Perform any other duties assigned by supervisor and Leadership

REQUIREMENTS

• An understanding of the Christian faith, values and ethos of The Salvation Army
• Master/ Degree in disciplines related to Social Services, and/or International Development, and/or Management.
• Minimum 8 years’ relevant experience of which should be at managerial level and preferably at NGOs.
• Proven experience in holistic development works in developing countries, including needs assessment, appraisal, project design, project monitoring and review.
• Possess sound working experience in PRC and familiar with local work practices.
• Possess strong leadership skills, cross-cultural sensitivity, negotiation, analytical and strategic skills as well as customer-orientation.
• Possess a demonstrated record of strong performance and passion in related areas
• Commitment to help disadvantaged community.
• Hands-on PC operations in both English and Chinese.
• Strong communications skills in oral and written English and Chinese (Putonghua & Cantonese).
• Available to travel to and work in remote areas.
• Independent and able to work under pressure, overtime and occasional work on holidays is required.
