Duties

The appointee will be required but not limited to:

1. assist and support the Head of Facilities Management Office in supervising a team of supporting staff, as well as liaison with different units within and outside the College;
2. liaise with government and relevant external organizations on acquisition of land and building matters;
3. manage all capital building works in progress, monitor working programmes and report regularly to Senior Management;
4. assess and plan the College’s long term accommodation requirements and prepare briefs for the new buildings;
5. prepare building proposals for annual capital projects submissions and feasibility studies / sketch plans for other building projects;
6. liaise with Architects / Consultants and prepare layout plans, provide performance specifications and check on consultants’ proposals;
7. rationalize and re-organize the space disposition of the campus in accordance with the changing academic requirements;
8. arrange for and monitor the furnishing and fitting out of buildings;
9. plan and arrange for the signage and landscaping works for new and existing premises;
10. supervise the day-to-day operation and facilities management of the Facilities Management Office;
11. administer capital and minor works and liaise with Government and external bodies in public works affecting the campus;
12. perform cost planning, cost estimating, cost analysis and cost control;
13. oversee all quantity surveying aspects of the works listed above;
14. perform any other duties as assigned by the Head of Facilities Management Office; and
15. work on irregular hours including Saturdays, Sundays and Public Holidays when necessary.

Requirements

Applicants should:

1. possess a master’s degree in Building Surveying / Project Management / Architectural Studies / Building Studies or related discipline;
2. be Qualified Professional Building Surveyor (MHKIS or MRICS), Registered Architect or equivalent would be an advantage;
3. have at least 6 years (for Facilities Manager) or 3 years (for Assistant Facilities Manager) of relevant working experience in Building Maintenance Works / Fit-out / Alteration and Addition Works / Properties Development / Project Management;
4. have comprehensive knowledge of Building Ordinance, costing, contract arrangement;
5. have broad knowledge and understanding of real estate disciplines (architecture, construction, space planning and engineering, etc.);
6. be knowledgeable about real estate law and related documents (leases, contracts etc.);
7. have competence to control and manage cost / budget;
8. be self-motivated and be able to work independently;
9. have good leadership, interpersonal, communication and coordination skills;
10. have good report writing skills; and
11. have ability to prioritize and schedule tasks and work in a team environment.

Candidates with less experience or possess a bachelor’s degree may also be considered.

Salary will be competitive and commensurate with qualifications and experience.
