Job Description

To support the government’s policy of increasing the use of gas-fired power generation longer term, CLP is actively pursuing new sources of gas supply.  One potential source is the direct import of LNG through the proposed development of the Hong Kong Offshore LNG Terminal that plans to utilize a Floating Storage and Regasification (“FSRU”) vessel which will be berthed at an offshore jetty with subsea pipelines being used to transport gas to end users/power plants.

The Senior Project Engineer - Pipelines will initially provide Pipeline Engineering support during the FEED, covering the 45km offshore pipeline and the associated Gas Receiving Station.  Following FEED, support will be required during contracting, detailed design, construction and start-up phases of the Offshore LNG Terminal Project. Reporting to Project Manager, the appointee will be responsible for the following duties: 

Key responsibilities include the following:

  • Overview the FEED contractor’s design work;
  • Participate in design, constructability and risk assessment workshop;
  • Review pipeline hydraulic calculations, mechanical and protection design;
  • Review GRS system design, pipe sizing, mechanical and civil design;
  • Review equipment data sheets and MTOs;
  • Review specifications, drawings and work packs;
  • Participate in interface meetings with Government and other interested parties;
  • Assist with management of the project control aspects of FEED including progress monitoring, reporting, cost control and change control;
  • Participate in tendering and award of a construction contract for the Pipeline and GRS;
  • Interface with integration of the Pipeline and GRS package in the Offshore Terminal EPC Contract;
  • Following on from FEED, the Senior Pipeline Engineer will continue to support the project through detailed design, construction and commissioning of the Project. 

Requirements:

  • Recognized university degree or equivalent in chemical, gas or mechanical engineering;
  • Professional qualification from HKIE or equivalent;
  • At least 10 years’ experience in the design, engineering, and implementation major oil and gas infrastructure facilities;
  • Strong track record of pipeline project management capability.  Preference will be given to candidates with prior hands-on experience in offshore pipeline projects;
  • Good knowledge of CLP Power operations safety policies & procedures, SHE policies, standards and requirements would be advantage;
  • Good knowledge of design and construction of natural pipeline and gas receiving infrastructure systems and international codes (DNV, ASME, etc.) would be preferred;
  • Good knowledge on offshore construction technology, methodology and associated quality control / assurance techniques;
  • Ability to work within a multi-disciplinary team.  A good team player and able to work independently and under pressure;
  • Good supervisory / interpersonal / communication skills; and
  • Good written and spoken English.  The ability to speak Cantonese / Mandarin would be an advantage.
