Job Description

Job purpose / Role:

The Site Engineer drives field work during execution to ensure activities are executed safely, efficiently and in accordance with applicable premises, work processes and standards.  

Roles include interface management with all Company’s disciplines and providing direction and leadership to crafts including contractors.  

The Site Engineer works closely with Contractors, Operations, Engineering & HSSE groups to deliver/execute the work as per the agreed plan budget and schedule.

Dimensions:

  • Responsible for on site safety execution 
  • Would required to oversee multiple projects on one site 
  • When requested, could cover multiple worksites pending on work demand
  • Number of projects : Approx 1-5 
  • Number of terminal locations : Approx 1-3 

 

Principal Responsibilities:

HSSE: to act at all times in accordance with the Policy on Health, Safety and Environment and proactively manage all activities accordingly. 

1. Planning and Execution:

  • Directs field activities for assigned area during execution and is the first line of contact with the various contractors.
  • Ensures compliance to plant orders, policies and procedures including, MOC, quality, and work addenda processes.
  • He/She serves as the Quality Captain for his or her area of responsibility including all aspects of quality – material, flange tightness, completion status.
  • Works the agreed plan/schedule and escalates when they cannot be achieved.
  • Responsible for schedule update/report of progress of work activities and for all aspects of quality –material, flange lightness, completion status.
  • Ensures crafts are highly productive by removal of barriers.
  • Responsible for timesheet authorization for assigned contractors.
  • Lead shift turnover meeting and work closely with Contractor, Company’s Operations, and Engineering & HSSE Groups to deliver the work.
  • Participates in Lessons Learned and Look back process. 

2. Management of Change:  

  • Monitor change requirement within the scope; inform and support managing these changes; work with Operation and relevant Technical Authorities or engineering discipline engineers. 

3. KPIs 

  • Support continuous improvement in achieving KPIs.

4. Budgets: 

  • Support cost management initiative where applicable 

5. Spare/Material Management: 

  • Manage material on site 

6. Competent teams and leaders: 

  • Control competency of staff and contractors working in the assigned field is in compliance with requirement.

 

Key Challenges: 

  • As first line of contact with Contractors, ensure safety performance of all contractors assigned to their area.
  • Ensures compliance to plant order, policies and procedures
  • Responsible for schedule update of assigned work activities (Scheduler will actually input)
  • Coordinates between all craft disciplines during execution
  • Works the agreed to plan, or escalates to supervision when this cannot be achieved
  • Maintain highly productive by removal of barriers
  • To be the Quality Captain for his / her area of responsibility, responsible for all aspects of quality
  • Provides a critique of activities after completion of project, participates in Lessons Learned and Look back process.
  • Spend 75% - 80% of time in the field driving work during execution.
  • Highly demanding and fast paced job, particularly during execution. 

Experience and qualification required:

3+ years' oil & gas experience preferable (will consider other relevant field), Degree holder or high school diploma or equivalent; skills in managing crafts, expertise in a Discipline (preferably mechanical static equipment), written  and verbal communication skills and in coordinating field activity execution, preferably maintenance related activities. The field Coordinators shall have sufficient understanding of various technical disciplines

  • 3+ years experience in oil & gas preferable (will consider other related field)
  • Degree/diploma holder of Mechanical, Civil, Electrical or other relevant discipline
  • Good command of English (both written and spoken), fluent in Chinese
  • Good communication and interpersonal skills
