Job Description

We are looking for a high caliber professional to join the Centre of Learning Excellence of CLP Power Learning Institute.

Reporting to the Deputy Director - CLP Power Learning Institute, the appointee will be responsible for the following duties:

  • Establish an effective governance system to direct and control training and development functions and activities, as well as observing the competency requirements, qualifications, appointments and work authorization of personnel
  • Partner with ITG to develop and implement cloud solutions for training functions
  • Provide insights discovered from the analysis of big training data and make recommendations to drive changes to improve training effectiveness and reduce costs
  • Formulate and compile budget and business plan, monitor and manage the expenses, key deliveries, team competency and performance to meet the business performance targets with optimal effectiveness, while achieving the Learning Institute’s quality objectives
  • Establish, manage and monitor a learning management system to manage training functions and events, training record and data, data reporting and competency gap analysis to support future training and learning needs
  • Develop and enforce measures to ensure system security and information security policies are complied with and preventive measures are built in training related data management systems, data systems and training platforms
  • Develop and implement short-term and long-term plans in digitalization of learning systems; explore and develop suitable new training methodologies and digital learning methods to improve learning efficiency and effectiveness
  • Develop and manage training related IT projects in line with the curriculum development on engineering, SHE and non-technical training and development including project management, project control, vendor management, and implementation of intranet portal and web applications
  • Develop, maintain and drive digital learning strategy, ensuring alignment with business goals and objectives and act as the e-learning/ digital advisor to effectively communicate digital learning strategies for more successful integration/implementation


Requirements:

  • A recognized Bachelor Degree or equivalent qualification in Human Resources Management / Training / Psychology or related disciplines; or
    A recognized Bachelor Degree in Engineering or equivalent, plus MHKIE or equivalent qualification
  • Executive Diploma in Learning & Development (HKMA) or equivalent
  • At least 8 years’ relevant experience preferably in training and development or relevant field
  • Experience in learning management system development, or IT project management, e-learning/digital learning project implementation would be an advantage
  • Familiarity with traditional and modern training methods, tools and techniques
  • Strong skills and experience in liaising with external vendors and project management
