The purpose of the position is to provide programming support to Humanitarian & Emergence Affairs (including Disaster Risk Reduction) in designing, implementing and monitoring disaster response programs and also other strategic ministry objectives/programs in World Vision China. These involve regular support to other colleagues in HEA, Program Sectors, Advocacy, Design, Monitoring & Evaluation and Sponsorship.

Responsibilities:

• Work with field-based staffs and sectors to identify funding gaps, develop concept papers and prepare proposals (including logical frameworks, draft budgets, budget narratives, and monitoring and evaluation plans)
• Participate in the design and implementation of baseline surveys, needs assessments, and impact evaluations as necessary
• Work with project managers to review monthly, annual and end-of-project narrative reports, and prepare donor and  National Office updates as required
• Assist project managers in development and implementation of systems that will support the organization’s efforts to monitor and evaluate its programs, to track information on project implementation, to store vital program documentation, and to gather and store information vital to communicating project impact and promote pro-active learning
• Assist in monitoring program progress to ensure donor compliance and program quality and discuss/initiate, where necessary, adjustments to original plans in close coordination with other stakeholders, based on sound impact analysis of proposed change
• Assist the Division Head on project implementation and financial reviews, and follow up on budget adjustments where necessary, according to donor requirements
• Assist the Division Head with developing key relationships and partnerships with other INGOs, local NGOs and donors, and seek new funding opportunities to support the program as needed
• Work with IMQ technical team, Operations and Finance on lesson learnt/evaluation for continuous ministry improvement

Requirements:

• Post graduate degree/training in Social Science, Public Health or any related field
• Minimum of two years  experiences working in Humanitarian, social, NGO or public
• Knowledge of humanitarian industry, candidate with less experience would consider for Assistant Program Officer
• Strong analytical, organizational, planning, facilitation skills, problem solving skills and passion for innovation
• Demonstrated ability to work effectively in a collaborative team environment working virtually
• Team building skill, financial management and quantitative analytical skill
• Experience on working in a multi-cultural team
• Modeling skill based on MS Excel
• Good command in written and spoken Chinese (Putonghua) and English
• Travel to remote location with minimal facilities is required
