Job Description

The Commission is a rewarding, stimulating and dynamic place to work. We are looking for a competition lawyer or economist with experience at a competition enforcement agency to join the Operations Division on a temporary consultancy basis.

Period of Consultancy :   6 months ( The contract may be extended up to a total of 12 months depending on operational needs and assessment of performance.)

Eligibility : 

The Consultant should:

  • Have a master’s degree in law or economics;
  • Have least 7 years of work experience, including at least 5 years of experience in the field of competition law enforcement;
  • Have experience at a competition enforcement agency, having dealt with the assessment of effects in behavioral cases or with merger review.
  • Be fluent in English (written and verbal), Chinese Language skills would be an advantage but not essential;
  • Have strong analytical, presentation and project management skills;
  • Have solid interpersonal skills; and
  • Be a team player.

Scope of Work :

The selected Consultant will support the Operations Division of the Commission on a full-time basis, reporting directly to Executive Director (Operations).
Main responsibilities of the Consultant will include providing guidance, assistance and training to case teams in all aspects of the Commission’s investigations and enforcement policy, primarily in relation to matters including:

  • ‘Effects’/’rule of reason’ assessment of coordinated conduct (vertical and horizontal),
  •  Abuse of substantial degree of market power.

Remuneration :

The Consultant will be paid an all-inclusive monthly fee of not less than HK$85,000, depending on qualifications and experience.

The engagement of the Consultant will be purely on a contract basis. Nothing in the engagement shall constitute a contract of employment between the Commission and the appointee.

Candidates who are selected for interview will normally receive an invitation in about 6 to 8 weeks from the closing date.
