Job Description

What you will do 

Owns all aspects of Project, Program and Portfolio delivery in support the assigned business units, functions or specified operational areas.  This role will be responsible for leading major strategic projects or programs, and multiple mid/small projects, by directing project resource in support of all aspects of their assigned area(s) of projects/programs, including management responsibility and overall accountability and delivery ownership of the Portfolio of Projects. 

Monitors and reports on overall status of projects.   Guides and trains project team and the overall organization in the use of the PMO methodology, best practices, and tools. Provide coaching and mentoring to individual Project Managers in an effort to drive maturity of the overall EPMO. S/he will have responsibility for managing contract PM resources and balancing the staffing between FTEs and contractors.

 

How you will do it 

  • Responsible for managing overall planning, execution, and delivery of programs, including:

o   Directing work/projects, controlling cost/schedule elements, management of resources, communications management, reporting, and change management.

o   Being responsible for fiscal year planning related to programs.

o   Delivering programs on schedule, budget, and in accordance to the specification. 

o   Developing Requests for Proposals (RFP) for external services.

o   Initiating, planning, executing and closing all program deliverables as committed.

o   Responsible for full life-cycle of programs from initiation to completion.

o   Establish, maintain and explain the program methodology, procedures and policies, consistently within the Enterprise PMO rules and guidelines.

o   Support the vendor selection and management process (scope, plan and milestone definition, operational issues, deliverable & milestone approval, quality control, etc.). Manage vendor administration (SOW activation, PCRs authorization, invoice approval).

o   Drive program planning and control from an operational point of view (activity, milestones and resource planning), with a special focus on core activities and global plan consolidation.

o   Apply relevant project standards to build project management frameworks for all projects within program.

o   Monitor the progress of program components to ensure the overall goals, schedules, budget, and benefits of the program will be achieved.

o   Ensure that projects are organized and executed in a consistent manner within established corporate standards and tools.

o   Develop robust project risk management plans to ensure timely delivery, testing and commissioning of all projects with no impact to business continuity.

o   Fully responsible for program delivery and success.

o   Provide project startup and rescue service.

 

  • Responsible for building and leading effective project teams including:

o   Using problem-solving/critical thinking skills, and independent thinking to overcome challenges.

o   Communication to project team members, key stakeholders and sponsors

o   Adapting to cultural and organizational climates across global team.

o   Manage individual work styles and development of project staff

o   Serve as primary contact to senior department managers for critical change initiatives within a highly matrix environment.

 

What we look for 

Required

  • Bachelor’s Degree in Computer Science, Information Systems, Business Administration, or other related field. Or equivalent work experience. Advance degree or MBA preferred.
  • 8-12 Years Program Management experience in a large multi-national organization is required.
  • 3-5 years supervisory experience overseeing large scale projects, global teams, project managers, application leads.
  • Project Management Accreditation (APMP, PMI, Prince 2 or equivalent) is a must.
  • Passion for leading teams and implementing change.
  • Excellent communication and presentation skills to all level of stakeholders.
  • Cultural adaptability, virtual and remote team management ability. 

Preferred

  • Experience in Agile/Scrum project delivery is a plus.
  • Strong problem solving, decision making, issue analysis and resolution skills. 
  • Excellent command of verbal and written communication (English), other Asian languages (Chinese/Japanese/Korean, etc) skill is an advantage.
  • Independent and innovative spirit. 
  • Flexible and responsiveness to input.
  • Highly organized and motivated.
  • Requires national and international travel on a project basis.
