Job Description

Key Responsibilities

Reporting to the Head of Complaints and Enforcement, the incumbent will:

  • Manage the daily operations of the Enforcement Section
  • Head the Enforcement Section in carrying out regulatory and compliance functions / activities under the Estate Agents Ordinance, and the Anti-Money Laundering and Counter-Terrorist Financing Ordinance
  • Direct and supervise enforcement activities and investigation of suspected non-compliances
  • Regularly review, improve, and develop enforcement strategies
  • Supervise the handling of public / trade enquiries, follow-up actions / checks / site visits at irregular working hours and on weekends, Sundays and public holidays
  • Conduct staff training and development activities within the Section
  • Compile and analyze statistical reports on nature of non-compliances
  • Deliver seminars for estate agency practitioners and the public, where necessary
  • Perform such other duties as may from time to time be assigned

Requirements

  • A qualified solicitor with at least 5 years of post-qualification experience in practice of Hong Kong law, with 3 years at supervisory level
  • Alternatively, a recognized university degree, with at least 7 years’ relevant legal experience, of which 4 years at managerial level, and preferably gained in public organizations
  • Demonstrated experience in heading a team and proven ability in coaching different levels of team members
  • Good understanding of the real estate market operations and experience in property transactions, conveyancing matters, and litigation
  • Excellent command of written and spoken English and Chinese
  • Strong communication, problem-solving and analytical skills; possessing an inquisitorial mindset and ability to work independently
  • A team player with mature personality, excellent leadership and interpersonal skills, and be able to work independently and under pressure

Terms of Appointment

Competitive remuneration package commensurate with the selected candidate’s qualifications and experience will be offered. The appointee will initially be offered a 3-year contract, subject to renewal upon satisfactory performance and the service needs of the Authority.
