Job Highlights

Government and Public Affairs Director (China) will be responsible for developing and coordinating the execution of government relations, public policy and communication strategies to shape the operating environment of our company in China.

The correct candidate will also be responsible to support market access of key 3A grade hospitals, and to advise on policies related to branded generics, clinical trial strategies, and design / execute innovative ideas to lead strategic projects across China.

ROLE RESPONSIBILITIES

  • Ensure the development and implementation of corporate affairs strategic and tactical plans to support company’s objectives in China.
  • Identify and anticipate impact of business development opportunities on market access of our new products.
  • Identify partnership opportunities with governments, generic trade association and other entities to support team in building connection with these associations to advance key policy priorities in Chinese market;
  • Anticipate potential issues, effects of governments, competitors, and other external action and reaction to brand, address policy and reputational issues, crisis management
  • Embed external environment assessment, policy objectives and stakeholder engagement plan into business unit strategic operating plan development and execution.
  • Coordinate with counterparts from business units, legal, commercial, and medical sales team to ensure alignment across initiatives and issues.
  • Develop tools to support public affairs strategy implementation by company, and track effectiveness
  • Ensure activities are in full compliance with company policy and legal obligations.

QUALIFICATIONS

  • Minimum 10 years’ experience in China government relationship management, public policy and/or public affairs, corporate affairs.
  • Experience in pharmaceutical, medical devices or healthcare industry knowledge required. Management role or business development experience would be added advantage.
  • Experience in medical registration management preferred.
  • Strong interpersonal, oral and written communication skills. Ability to communicate effectively and persuasively , communicate at highest level of government and business and with internal cross functional teams
  • Demonstrated understanding of the business with proven ability to translate business needs into strategic governmental affairs; align and integrate public affairs and communications strategy within business strategy.
  • Strategic thinker; ability to distill complex issues and develop innovative approaches to leverage opportunities and / or mitigate risk in assigned markets.
  • Ability to accomplish company goals in a matrix environment, ability to work cross functionally.
  • Must be able to work 1) under pressure, 2) both independently and in a team environment, and 3) with all levels of the organization and as well as government officials.
  • Education : Diploma/Degree in science or related professional qualification degree, international MBA is preferred

TRAVEL REQUIREMENTS

  • China domestic and international travel required 50-60%
