Job Description:

We are looking for a Procurement Manager to oversee our Purchasing Department. The successful candidate will be able to analyze our current purchasing system and formulate the best practice for both short term and long term operations and perform strategic procurement activities across multiple categories of spending.

Role Responsibilities:

• Oversee the Procurement Department;
• Train and supervisor the work of the purchasing staff;
• Develop and implement purchasing policies and strategies;
• Formulate sourcing strategies for the acquisition of goods and services from reliable vendors and suppliers, both local and overseas;
• Arrange tenders, evaluate bids and make recommendations;
• Negotiate and close deals with optimal terms;
• Prepare and administer contracts for the purchase of goods and services;
• Assess, manage and mitigate risks to ensure a smooth supply of goods and services;
• Produce reports and statistics;
• Liaise with stakeholders to establish clear requirements documentation;
• Make recommendations to the management to reduce expenses and improve effectiveness.

The Requirements

• At least 3 - 5 years of proven working experience as purchasing manager;
• Experience in MRO purchases and vendor management, preferably gained from the shipping industry;
• A good team-playing mentality and able to manage a team of purchasing staff;
• Extensive experience In tender and contract management;
• Sound knowledge and experience in developing new sources of supply;
• Analytical, meticulous and well organized;
• Good leadership and professional integrity;
• Able to work independently and compile activities reports;
• Business degree and professional qualification in purchasing and supply an added advantage;
• Good command of English and Chinese, both oral and written. The ability to communicate in mandarin will be an added advantage.
