Job Description

Summary:  The Recruiting Manager - Asia supports the strategic business objectives by effectively and efficiently sourcing, identifying, screening, and referring qualified candidates to assigned business units and/or departments. This position supports all Asia regional Recruiting and HR functions.

 

Accountabilities:

  • Responsible for facilitating entire recruiting function to include, but not limited to advertising, postings, direct recruiting, resume evaluation, interviews, offers, salary, negotiation, and college recruiting.
  • Interface and communicate with applicants, employees, management and owners
  • Supervise HR Generalist and HR Coordinator
  • Source candidates through different channels to deliver quality candidates to meet business unit needs.
  • Develop network of sources for qualified applicants through use of the Internet and outreach. Manage relationships with third-party recruiting sources including retained and contingency search firms, researchers, and outplacement firms
  • Work closely with hiring managers to develop job description, assess criteria, and manage the recruitment process for assigned job requisitions
  • Guide and assist business leaders with regard to staffing process, policies, and procedures
  • Work collaboratively with business units and other HR team members to meet staffing goals;
  • Translate workforce plans of each business unit/department into recruiting strategies and implement these strategies to meet those needs by being creative, cost-effective, and timely
  • Utilize established staffing systems to compile staffing reports and metrics (i.e. cost per hire, time to fill, yield ratios etc.)
  • Assist in the development and implementation of new HR programs and processes
  • Onboard candidates
  • Other duties as assigned

 

Qualifications:

  • Experience in helping managers identify organizational needs and in developing strategies and programs to address those needs
  • High energy, enthusiastic and can manage multiple priorities under tight deadlines
  • Must have the ability to work independently and effectively at all organizational levels including senior management
  • Experience in working with and influencing management
  • Experience working across a matrix organization, with multiple levels of management interface and multi-tasking competing priorities
  • Positive outlook and even temperament
  • Proven track record of providing exceptional customer service to internal and external customers

 

Experience:

  • Minimum five years of Human Resources experience, with at least three years of recruiting experience
  • Minimum two years’ experience in recruiting for electronic or other high tech industries, with focus in sales, purchasing and business development
  • Experienced interviewer with a working knowledge of laws relating to hiring and employment

 

Skills:

  • Must have strong organizational capabilities as well as the ability to effectively manage multiple tasks
  • Must possess strong interpersonal and communication skills including excellent presentation skills
  • Excellent consulting and project management skills required
  • Must speak Mandarin, Cantonese and English fluently
  • Proficiency with Microsoft Office (Word, Excel, PowerPoint), internet and applicant tracking systems

  • Travel required to other company locations in Asia
