Job Description 

  • The Head of Procurement is responsible for leading the Procurement services of City FM with direct responsibility for the One Stop Shop and Contract Team. The role is to oversee all commercial matters for all the business including procurement strategy, cost, related systems, processes and reporting cycles. Delivering the prescribed services within budget is a fundamental element of the role.
  • Represent the company in a professional and competent manner and develop strong working relationships within City and with the client's team. 
  • Deliver services within budget meeting all contracted KPI’s and SLA’s.
  • Ensure continuous improvement of the following services:
    • Procurement (One Stop Shop).
    • Managed and Alliance Contracts.
  • Oversee the service delivery of One Stop Shop (OSS).
  • Development of Supplier agreements for key supply partners of City FM.
  • Provide commercial support to other areas of the business as required, in particular the Contracts department.
  • A process improvement focusing on identified areas as required, in particular the Procurement functions.
  • Maintain and update database of commercial initiatives and identified trials.
  • Promote and develop the competencies of technical and non-technical team members.
  • Prepare and present the monthly status pack and board reporting as required.
  • Manage the business relationship with all key stakeholders, suppliers and contractors.
  • Develop and maintain strategic relationships with key suppliers to ensure that equipment is ordered and delivered within designated timeframes.
  • Develop and maintain strategic relationships with our partner to promote further sourcing opportunities.
  • Manage complex negotiations within tight time frames with a high degree of autonomy to meet financial constraints.
  • Engage with stakeholders at a senior level and work with 3rd parties to monitor and achieve designated contractual and expected outcomes.
  • Analyse City’s expenditure, supplier arrangements and procurement practices to identify areas where significant benefit can be achieved through a more strategic procurement approach.
  • Conduct regular reviews with key suppliers to ensure contracted benefits are realised and identify additional improvement opportunities to further reduce costs and improve quality of service.
  • Seek, develop and deliver opportunities for commercial and procurement improvements across the business from both local and international suppliers.
  • Develop highly complex documentation, including service level agreements, tenders, proposals, evaluation plans, contracts, service level agreements and other legal documents ensuring accurate and correct legal interpretation.
  • Work in collaboration with various departments to identify needs, conduct strategic sourcing reviews, plan and prioritise market engagement events.
  • Manage the organisations expenditure on capital goods and equipment, formulating a replacement strategy that considers commercial impacts beyond price of goods.
  • Manage relationships at a strategic and tactical level to ensure expectations of customer are met and exceeded

Requirement

  • A degree in commerce, business, finance engineering, supply chain. – Essential.
  • Demonstrated management experience providing high quality business support within procurement and commercial management areas - Essential.
  • Previous experience leading a Procurement function in an organisation.
  • Previous experience in a similar business/industry – Highly regarded.
  • Intermediate to advanced Microsoft skills – Essential.
  • Demonstrated ability to prepare concise, accurate, well-supported reports for decision-making purposes. - Essential.
  • Proven experience in preparing scope documentation, tenders, vendor relationships and contracts management – Essential
  • Ability to work independently and liaise with Senior Management – Essential.
  • Minimum 5 years of contracts management experience with an emphasis on equipment 
  • Drive the importance of respect of all team members across the City team.
