Major Responsibilities

• Manage a team of application system development professionals to perform feasibility study, design, development and implementation of the Company's computer systems as well as to provide production support
• Ensure that the deadlines of the projects are met
• Evaluate systems effectiveness, undertake management of problem analysis and diagnosis, maintenance and enhancement of the application systems
• Assist in reviewing and streamlining the workflow and improving the overall effectiveness of the team
• Ensure efficient and effective system development processes are in place and enforce compliance by the team
• Provide supervision and guidance of staff and monitor their performance
• Manage the budgets and costs of projects and report regularly to the management on progress

Requirements

• University education in computer science or related discipline
• At least 15 years’ computing experience of which 5 years at project management position in financial sector, preferably with exposure to mission critical payment or clearing and settlement systems
• Proven experience in project management, business requirement analysis and application system development and implementation
• Hands-on experience in application system development process, design methodologies and multi-tier application integration in a project manager role
• Knowledge of z/OS, CICS, open platform and web-based systems will be an advantage
• Good planning, organising, communication and interpersonal skills, and able to work under pressure
• Fast learner, willing to take initiatives to learn legacy and new businesses

The Hong Kong Interbank Clearing Limited (HKICL) is a private company owned by the Hong Kong Monetary Authority (HKMA) and the Hong Kong Association of Banks (HKAB). The key objective of the company is to develop and operate a safe and efficient multi-currency and multi-dimensional financial infrastructure in Hong Kong. It operates an integrated financial infrastructure platform for:

• interbank large value funds transfers denominated in HKD, USD, Euro and RMB;
• interbank money settlement of equity and debt securities transactions in Hong Kong via linkage established with the Hong Kong Securities Clearing Company Limited and Central Moneymarkets Unit system (CMU);
• interbank small value funds transfer denominated in HKD and RMB, i.e. the HKD and RMB faster payment systems (FPS);
• interbank clearing and/or money settlement of retail payments in Hong Kong such as paper cheques, autodebits, autocredits, credit card payments, etc.; and
• the HKMA’s CMU system, as a computer operator.
