Job Description

The Property Department is responsible for maintenance and management of the Army’s property portfolio of more than 180 properties in Hong Kong, Macau and China.  Its mission is to establish and implement the Army’s strategies, goals, objectives and systems in property mattersso as to provide a safe and comfortable environment for efficient operation of allservice units of the Army.  In addition, the Property Department is also required to offer professional advice to other departments and service units of the Army.

 

RESPONSIBILITIES

  • Manage consultants and contractors appointed to deal with day-to-day repair, maintenance, fitting out, improvement, upgrading, alteration, addition, renovation of properties and associated facilities to ensure that the works are completed on time, within budget and up to required standards
  • Build up the Army’s property maintenance system with formulation of annual inspection and the long-term maintenance policies
  • Prepare budget and cost control
  • Plan, implement and review energy audits and conservation measures for the Army
  • Perform risk management
  • Manage tenancies of the Army’s property portfolio
  • Acquire and dispose properties to meet the Army’s business plan under the direction of the Board of Directors
  • Coordinate applications to the authorities for licences for relevant premises
  • Liaise with government departments,other departments, schools and service units of the Army, consultants and Incorporated Owners
  • Attend relevant Committees, Boards and Councils as appointed
  • Perform any other legitimate duties assigned by the Supervisor or Leadership of the Army

 

REQUIREMENTS

  1. An understanding of the Christian faith, values and ethos of The Salvation Army
  2. Degree holder in Building Surveying / Architecture / Structural Engineering / Building Services Engineering or equivalent
  3. Possess recognized professional membership of HKIS, RICS, HKIA, HKIE, CIBSE, or other relevant professional institutions
  4. Possess at least 10 years’ relevant experience at managerial level, supervising building maintenance and renovation, Addition & Alteration, fit-out works, MVAC system operations of a sizable portfolio
  5. Well conversant with latest relevant ordinances; codes of practice, best practices in facility management, building construction, green buildings and sustainability
  6. Familiar with IT applications including Building Information Modeling, Computerized Maintenance Management System and energy management
  7. Possess excellent analytical, communication and people management skills;
  8. Mature, possess strong leadership capability, and be able to work independently and under pressure
  9. Proficient in written and spoken English and Chinese
