Responsibilities

• Ensure effective and efficient systems development processes are in place and adopted.
• Perform research on systems development tools, and report results and recommendations.
• Manage and execute the systems development life cycles to produce safe and efficient systems with high quality.
• Exercise responsibility for user liaison, projects scheduling and control.
• Oversee feasibility studies and propose to the Management for better productivity and efficiency.
• Oversee systems implementation, and evaluate the effectiveness and efficiency of systems, and report anomalies.
• Motivate staff for their top performance through appropriate level of coaching and by playing the role of a mentor.
• Assist the Chief Information Officer in managing and implementing the technology risk management process, which identifies, measures, monitors and controls technology-related risks.
• Formulate development plans in line with business plans and the Company’s strategic plan.

Requirements:

• University education in computer science or related discipline
• Over 18 years relevant experience in developing real time as well as batch systems involving mainframe, mid-range, UNIX and PC/LAN environments of which at least 8 years at senior management position preferably in banking sector
• Sound knowledge of formal system development methods for mission critical, 24-hour systems
• Familiar with both mature OLTP environments and client/server and J2EE architecture
• Solid project management skills and excellent communication and interpersonal skills

The Hong Kong Interbank Clearing Limited (HKICL) is a private company owned by the Hong Kong Monetary Authority (HKMA) and the Hong Kong Association of Banks (HKAB). The key objective of the company is to develop and operate a safe and efficient multi-currency and multi-dimensional financial infrastructure in Hong Kong. It operates an integrated financial infrastructure platform for:

• interbank large value funds transfers denominated in HKD, USD, Euro and RMB;
• interbank money settlement of equity and debt securities transactions in Hong Kong via linkage established with the Hong Kong Securities Clearing Company Limited and Central Moneymarkets Unit system (CMU);
• interbank small value funds transfer denominated in HKD and RMB, i.e. the HKD and RMB faster payment systems (FPS);
• interbank clearing and/or money settlement of retail payments in Hong Kong such as paper cheques, autodebits, autocredits, credit card payments, etc.; and
• the HKMA’s CMU system, as a computer operator.
