Job Description

Key Responsibilities:

  • Responsible for the development of the procurement team, the organization’s overall supply strategy and establishing procurement budgets, plans, policies, systems and procedures covering direct and indirect categories in the three sites
  • Develop a strategic vision and mission for procurement to deliver sustainable value. Translate that vision into a departmental strategy and operational plans with focus on category management, cost optimisation, localization, supply base segmentation, risk management & supplier relationship management
  • Develop and foster a collaborative, communicative, cross functional approach with all departments focusing on the overall company goal, manage conflicts openly, see challenges as opportunities, manage risk and lead change by example
  • Formulate KPIs that are aligned with the business requirements and drive the most value for the company, ensuring monitoring and measuring processes are in place.
  • Create and sustain the long-term supplier base in China for local and global use. Support supplier integration within the company’s strategy and continuously look for supply chain synergies and innovations that create greater value from our suppliers.
  • Initiate and monitor procurement optimization projects and activities in order to support new and current business programs ensuring a project management process is executed.
  • Act Global, work with Global Procurement, implementing relevant global strategies and activities in China, ensuring local procurement policy adequately reflects the local & global needs.
  • Conduct supplier and supply market analysis, provide reports and keep abreast of changes in technology with the objective of providing deep and meaningful insight to sourcing management within China for local and global opportunities.
  • Lead, direct, evaluate and develop procurement team to achieve better performance, create and foster a positive, high-performance work environment, and provide appropriate career development opportunities for the team
  • Construct cost models/purchase price analysis of goods and services, create & execute RFIs,
  • RFQs and negotiation plans. Conduct post negotiation debriefs against budgets and stakeholder service expectations.
  • Ensure Supplier contracts are in place, and that supplier agreements have metrics embedded within them that represent the needs of the Company. Monitor, report, manage and continuously improve supplier performance to ensure competitive sustainable supply.
  • Collaborate Locally and Globally, develop standardized and harmonized processes and effective communication and networking channels
  • Share knowledge and best practice to colleagues throughout the organization, cross functionally, across categories, regions and countries.
  • Master data management, ensure SAP info records and source lists are correct
  • Prepare monthly and quarterly management reports
  • Actively cultivate company culture and lead by example
  • Oversee and ensure compliance in all operations

 

Qualification:

  • Bachelor degree or above in Chemistry, Business Management or other related major
  • At least 10 years Procurement Management experience preferably in a global matrix organization
  • Experience in petrochemical or similar industry and experience in oligopoly marketing sourcing preferred
  • Excellent command in both oral and written English
  • Strong leader with high EQ
  • Strategic thinker with operational expertise
  • Excellent analytical and interpersonal skills
  • Continuous improvement driver and successful executioner
  • Strong interpersonal skills, with the ability to persuade, influence and present at all levels, exuding confidence and building trust of colleagues and management
  • Able to effectively lead work within diverse cross functional teams to achieve department and company goals
  • Category management, project management, cost management and negotiation skills
  • Solid knowledge in products’ standards, specifications and application
  • Experience with SAP MRP/ERP system(s)
  • Good understanding of TS16949 ISO9001, ISO 14001, OHSAS 18001 management systems
