Job Description

The position requires an experienced programme officer who is able to effectively perform programme development and implementation on child-right programmes, including child participatory community development project and partnership project in child safeguarding movement. The position reports to the Manager, Hong Kong Programme and Development Education. Applicants with less experience will be considered as Programme Officer.

Responsibilities and duties:

  • Maintain a healthy acquisition pipeline of local programmes, including grant proposals and commissioned projects.
  • Provide tailored advice to guide effective implementation, and monitor performance through logframe, budget, and closely liaising with programme teams.
  • Evaluate and monitor project outcomes, emerging trends, service gaps and opportunities.
  • Ensure efficient programme reporting and provide regular and timely project updates.
  • Develop and maintain effective and efficient stakeholder engagement with work partners, including academics, government officials, professional bodies or local NGOs.
  • Conduct trainings on child-right and child-safeguarding issues.
  • Organise and coordinate influencing events such as conferences, symposiums, workshops, etc.
  • Consolidate programme data to support advocacy work including policy recommendations, public awareness and education.
  • Work with Partnership Department for fund application, including Programme design, resource mobilisation, and grants management.
  • Comprehend global policy and programming guidelines. Support Manager to improve organisational effectiveness by enhancing relevant corporate governance policy and procedures.
  • Work with other units in implementing other Plan International’s activities.
  • Perform other duties as assigned by supervisor.

Qualifications:

  • University degree in social policy, development, journalism, social science, international politics, or related fields.
  • At least 5 years’ experience in non-profit sector or demonstrated knowledge of relevant areas. Work experience in INGO is an added advantage.
  • Good knowledge of child right, child protection, gender inequality, disadvantaged children, especially girls. Demonstrate subject expertise in grant management and child-right is a plus.
  • Excellent English & Chinese spoken and written communication skills. Enjoy writing and has strong technical writing skills.
  • Highly motivated to child right programmes, quick learner, able to work independently and meet tight deadlines.
  • Strong analytical skills and ability to communicate with people from different cultural backgrounds are highly desired.
  • Excited in programme development, self-initiated and responsible, organised and demonstrate a can-do attitude.
  • Strong network and knowledge in the non-profit and charities sector are highly preferred.
  • Occasional travel is required.
  • Immediate available is highly preferred.
  • Agree with Plan International’s mission and vision and observe strictly to data privacy and child protection policies.
