Responsibilities:

• Enhance IT procurement management to align with the Bank’s policy and control standard
• Execute processes and standards to ensure that fully procurement controls are maintained
• Responsible for managing all aspects of the procurement process associated with technology purchases in ITD. This includes, but is not limited to, supplier sourcing, supplier qualification, negotiations, risk mitigation identification, contract management, timely contract placement and execution, supplier engagement, supplier performance management and correlating cost savings
• Responsible for controlling IT vendor activities (and therefore all contracts & spend arrangements) in line with the Bank’s procurement process and policy, and on extracting optimal contract value and cost savings
• The work will cover Information Technology spend categories across software, hardware, telecommunications and professional services with the goal of achieving cost reductions while maintaining and improving quality and supplier service levels
• Analyse data and monitor programs to ensure adherence to cost, schedule and technical specifications.

Qualifications:

• Degree or above with major in IT, Computer Science, banking, Business Finance, or related disciplines
• Relevant professional qualifications (e.g. PMP) preferred, with financial experience is preferred
• At least 8 years of banking experience including at least 5 years of experience in IT procurement management
• Strong business process and risk analysis skills
• Proven experiences in corporate procurement role encompassing all aspects of the procurement process; Experience in multi-national organizations would be an advantage
• Proven hands-on experiences in full-cycle IT oriented procurement or IT experience with an understanding of legal, commercial and strategic specifics of the IT supplier landscape; Familiar with normal challenges for IT procurement and familiar with public procurement principles and procedures.
• Excellent knowledge of global market analysis, IT service and products sourcing strategy, supplier relationship management ‘should-cost’ models, and multi-year negotiation strategies, supplier continuous improvement programs/Lean Initiatives
• Knowledge of critical procurement legal requirements and contracting best practices
• Excellent communication skills at both internally and externally. Ability to lead and influence peer groups both internally and externally
• Knowledge of Excel, BI Apps, charting programs, PowerPoint, and others
• Excellent command in both written and spoken English and Chinese, including Mandarin.
