Responsibilities

• Take charge of human resource functions including manpower and departmental budgetary planning, talent acquisition, compensation and benefits, performance management, training and employee relations 
• Manage recruitment activities of the assigned portfolio including deployment of a variety of recruitment methods, sourcing and interviewing, as well as identifying the right candidates
• Prepare annual objectives and estimate of the units, and control reasonable spending according to budget and procedures
• Maintain and manage the human resource information system, payroll, pension, taxation and personnel systems so as to comply with the latest regulatory requirements
• Provide high-level advisory and support in the development of human resource policies and procedures to meet societal and Agency's needs

Competence

• Degree holder in Human Resource Management or related disciplines
• At least 5 years’ HR experience gained from sizable organizations 
• Hands-on experience in recruitment of senior executives and professionals
• Establishment of organizational culture
• Loyalty and stability to the company
• Possess supervisory and negotiation skills
• Be hardworking and persistent to drive for excellent results
• Good command in both written & spoken English, Cantonese and Mandarin
