Contract Period: 6 months

Duties

1) to lead and oversee an emergency operation and to manage daily operation of an office;

2) to coordinate with senior management in providing direction for the emergency operation;

3) to develop policies and procedures of the emergency operation and ensure that they are properly implemented;

4) to oversee the preparation of reports, compilation of statistics, and update records in the database;

5) to supervise and provide guidance for supportive staff;

6) to manage manpower arrangement; and

7) to perform any other duties as assigned.

Requirements of Staff

1) a bachelor degree, preferably in the fields of Public Administration, Public Policy or Human Resource Management, from a Hong Kong university, or equivalent;

2) a good command of both Chinese and English and have met the language proficiency requirements of Level 2 in the two language papers (Use of Chinese and Use of English) in the Common Recruitment Examination (CRE) or equivalent (i.e. (i) Level 5 or above in Chinese Language of the Hong Kong Diploma of Secondary Education Examination (HKDSEE). Level 5 or above in English Language of the HKDSEE; (ii) Grade C or above in Chinese Language and Culture or Chinese Language and Literature of the Hong Kong Advanced Level Examination (HKALE). Grade C or above in Use of English of the HKALE or in English Language of the General Certificate of Education (Advanced Level) (GCE A Level); (iii) An overall band of 6.5 or above with no subtest score below band 6 obtained in the same sitting in the Academic Module of the International English Language Testing System (IELTS) within the two-year validity period of the test. The IELTS test result must be valid on any date during the application period);

3) ten years of full-time post-qualification work experience, preferably in the Government, in the areas of general office administration, human resource management, finance planning and management, project / event management, IT system management, etc. with at least five years at supervisory level

4) have good knowledge of computer application, including Microsoft MS Office, including Word, Excel and PowerPoint;

5) be competent to communicate in Chinese and English;

6) be versatile with sound communication, presentation, interpersonal and leadership skills;

7) be versatile with sound analytical and project management skills;

8)  be self-motivated, proactive, and able to give constructive ideas; and

9)  be able to work under pressure and in high pace working environment that requires swift response and actions.
