Responsibilities:

• Carry out feasibility study, user requirement elicitation, system analysis & design, implementation, documentation, report generation, testing and maintenance of various IT systems on key performance indicators analysis and reporting
• Prepare necessary tenders for outsourcing BI development work
• Supervise the outsourced contractors on further enhancement of data warehouse and equivalent systems 
• Elicit the detailed user requirements on BI enhancement functionalities with end users and derive detailed documentation for development team
• Take lead in the study and planning of streamlining data flow within various management systems to ensure high data quality
• Investigate user reported issues to formulate enhancement requests or raise bug ticket with reference to available system functions
• Supervise and provide support services for users and vendors, such as helpdesk & liaison; system monitoring & recovery; briefing / training sessions preparation & conduction, etc.
• Ensure project deliverables to be on time and meet quality standard
• Monitor the performance of his / her subordinates

Requirements:

• Degree/Higher Diploma in Computer Science or equivalent
• 4 years or above hands-on experience in IT application development of which 1 years must be in similar post and in comparable capacity
• Solid experience in managing large-scale web and/or mobile application systems using Java, Node.js, Python, Microsoft SQL Server and mobile apps such as iOS and Android
• Solid system or business analysis experience in large scale projects
• Strong knowledge in ETL application, data presentation and analytics
• Preferably experience in managing government tendering process and SOA-QPS contractors
• Strong commitment to project deadline and delivering high quality work
• Good writing, communication and presentation skills in English and Chinese
• Creative, analytical, self-initiative, responsible and well-organized
• Good team player and leader, proactive communication with his / her teammates and subordinates
