Job Description

The Contracts & Procurement (C&P) function under CLP Power Hong Kong Limited oversees the operating company’s circa HKD 20 billion annual expenditure with 1,200 suppliers across 50 categories of spend.

C&P’s vision is “to be an agile and responsible business partner, delivering customer value through supply chain expertise, collaboration, innovation and excellence”. C&P is responsible for end-to-end procurement and supply chain management across key spend categories and business stakeholders.

We are looking for a high calibre and experienced procurement professional to join Fuel category team to develop and implement key projects/initiatives and enhance delivery practices, capabilities and performance.

Key Responsibilities:

Reporting to the Procurement Manager, Fuels (Projects & Performance) and working closely with C&P’s Performance & Excellence (COE) team, the position will support :
  • Procurement Excellence. Support the implementation of CLPP fuel procurement policies and standards, processes and procedures, category management practices and capabilities in the Fuels category group. Develop supporting materials to facilitate practice understanding and implementation across teams. Optimize and simplify end-to-end processes to reduce lead-times, improve quality of decision-making, enhance supplier risk management, drive commercial effectiveness and deliver efficiency gains.
  • Market Intelligence and Reporting. Research and analyse relevant commodity markets and developments in local/regional/global supply chains. Spend data analysis, pricing trend and model development, decision making support, scenario forecasting and risk scenario planning. Prepare market insight and key management reports to business executives for management decision.
  • Performance and Improvement. Monitor and evaluate C&P-Fuel team’s performance across key indicators (KPIs). Identify and develop continuous improvement plans in fuel team operations and service delivery to business stakeholders. Drive improvements in procurement and supply chain processes and procedures whilst ensuring commercial effectiveness and strong business ethics.
  • Technology Enablement. Provide functional expertise and support for the implementation of a new Integrated Commodity Management System (ICMS) supporting contract management and supply operations in key fuel sub-categories; support the development and integration with corporate ERP and e-Procurement platforms.
  • Strategic Projects. Implementation of key initiatives and projects, such as sourcing and contracting of commissioning cargo for a new LNG offshore terminal; China VAT Refund program; exploring opportunities to leverage new and developing regional infrastructure.
Requirements:
  • University degree in Business, Engineering, Procurement, Supply Chain, or other relevant field of study with Post-Graduate degree preferred.
  • Minimum 5 years’ experience in procurement, supply chain, energy industry or commercial management roles with increasing level of responsibility. Prior experience and domain expertise in categories of similar nature preferred (e.g. fuels, commodities, etc).
  • Membership and/or qualification from a procurement professional body (e.g. CIPS, ISM or equivalent)preferred.
  • Strong analytical and commercial acumen with experience in market research, report writing and contracts management.
  • Ability to work in cross-functional teams and on products/services of technical nature.
  • Excellent oral and written communications, fluency required in English and strongly preferred in Cantonese and/or Mandarin. Experienced with writing business reports for senior stakeholders.
  • Dynamic and confident self-starter with learning, innovative and challenger mindset.
The appointee will be required to work in the Black Point Power Station located in Tuen Mun Area.
