Job Description

HKSTP seeks to revitalise the industrial community in the Industrial Estates, securing long-term sustainability and wider benefits for Hong Kong by repositioning Industrial Estate as INNOPARK.

The Position

Reporting to the Senior Manager, Safety, Health and Environment. The Manager, Safety, Health and Environment will plan, manage, and implement safety, health and environmental management programs for premises of Corporation including INNOPARKs, providing regulatory guidance and oversight, technical assistance and consultation, and education and training.

Responsibilities:

  • Develop and implement safety management system and audit programs to review and assure compliance with all applicable safety, health and environmental standards for INNOPARK;
  • Conduct compliance control to ensure manufacturing centres in INNOPARK comply with all statutory requirements on safety and environmental performance;
  • Review risk assessments and safe operating procedures to support manufacturing operations to assure ongoing health and safety;
  • Conduct inspections and audits on workplaces, manufacturing plants and contractors’ activities in premises of Corporation with recommendations for improvement;
  • Conduct incident investigations and develop preventive actions relating to staff injuries, near miss incidents, contractors’ work activities and environmental emergency;
  • Provide professional safety guidance and advice in support of the Corporation’s manufacturing activities across tenants, contractors, business partners and visitors;
  • Coordinate and attend SHE meetings to review issues, report trends and implement SHE programs with internal divisions;
  • Develop and coordinate plant environmental, health and safety education and training programs; 
  • Maintain legal, governmental and company environmental, health, industrial hygiene and safety-related records according to standards;
  • Develop and foster a safety culture to drive manufacturing tenants for continuous improvement and establish safety initiatives in the workplaces;
  • Prepare monthly operation reports and administrate data analysis, publicity & information of the Safety Office;
  • Perform any other duties as assigned by supervisor.

Requirements:

  • Bachelor degree in Occupational Health, Industrial Safety and Environment, Industrial Hygiene, Science, Engineering or related discipline;
  • Minimum 8 years’ relevant working experience in a manufacturing industry/factory with a minimum of 4 years’ experience in manufacturing safety management;
  • Registered Safety Officer is a must and Registered Safety Auditor is preferred;
  • Proven track record in developing and managing safety management system in manufacturing plant or heavy industrial environment is highly preferred;
  • Formal training in safety auditing and knowledge in Factories and Industrial Undertakings andDangerous Goods Ordinances and Regulations, ISO45001 and ISO14001 implementation is preferred;
  • Excellent interpersonal, communication, and report writing skills;
  • Proficiency in MS Office applications including Word, Excel, PowerPoint;
  • Proficiency in both written and spoken English and Chinese (including Putonghua).
