Job Description

The Contracts & Procurement (C&P) function under CLP Power Hong Kong Limited oversees the operating company’s circa HKD 20 billion annual expenditure with 1,200 suppliers across 50 categories of spend.

C&P’s vision is “to be an agile and responsible business partner, delivering customer value through supply chain expertise, collaboration, innovation and excellence”. C&P is responsible for end-to-end procurement and supply chain management across key spend categories and business stakeholders.

The C&P organisation is structured by Category Groups (CG), which are combinations of categories and sub-categories of spend in key supply markets. Key teams include : Fuels, Assets & Equipment (Generation and Transmission & Distribution), Construction & Operations, IT & Telecom, Customer & Corporate Services, and Performance & Excellence (COE).

Customer & Corporate Services (C&C) – C&C team covers a range of critical categories including marketing services & brand development, public affairs services, household products for retail and redemption, customer & billing services, office supplies, consultancy services, financial, insurance, legal & accounting services, and training & HR services. 

We are looking for a high caliber and experienced procurement professional to join the Customer category team.

Key Responsibilities:

Reporting to the Procurement Manager, the position will be responsible for:
  • Category Ownership. Provide category domain knowledge and expertise in the following categories of spend: financial, insurance, legal & accounting services, HR services, training, temporary manpower, travel & catering, office supplies, consultancy services, etc.
  • Procurement Leadership. Plan, design and implement procurement engagements with internal business stakeholders and external suppliers across each stage of the end-to-end procurement lifecycle (i.e. Source-to-Contract and Procure-to-Pay).
  • Demand Management. Regularly engage with internal business stakeholders to establish, plan and deliver a pipeline of procurement demand; plan and execute category management in early stages of procurement opportunity lifecycle.
  • Category Management. Provide in-depth category, market and practice expertise; develop and implement Category Business Plans and strategies to maximize long-term value and benefits delivered to the business.
  • Sourcing & Contract Management. Plan, develop and implement contracting and supply market engagement strategies, including bid management, supplier proposal evaluations, commercial & contract negotiations and post-award management.
  • Supplier Management. Coordinate Supplier Relationship Management (SRM) engagements with key strategic partners efforts to drive delivery performance, ensure strategic alignment and explore new business development opportunities.
  • Risk Management. Develop and implement effective supply chain strategies to manage business and operational risk exposure with key suppliers (including supply availability, reliability, cost and sustainability).
  • Innovation & Partnerships.  Develop strategic relationships and innovation opportunities with key supply chain partners to realize improvements in safety, quality, delivery and cost management.
  • Governance.  Ensure compliance with contracts, procurement policies, processes and procedures whilst driving commercial effectiveness and strong business ethics.
Requirements:
  • University degree in Business, Procurement and Supply Chain, or other relevant discipline with Post-Graduate degree preferred.
  • Minimum 5 years’ experience in procurement, supply chain and/or commercial roles with relevant category expertise and increasing level of responsibility.
  • Membership and/or qualification from a procurement professional body (e.g. CIPS, ISM or equivalent) preferred.
  • Strong analytical skills and commercial acumen with experience in contracts development and management.
  • Strong interpersonal, negotiation and stakeholder management skills.
  • Self-starter, dynamic, innovative and creative thinking.
  • Fluency in English required, fluency in Cantonese and/or Mandarin a distinct advantage.
