Job Description

Key Responsibilities:

Reporting to the Manager (Inspection) and Assistant Manager (Inspection) under the Inspection & Investigation Section, the incumbent will assume the following: 

  1. Conduct inspections and operations on all licensees, including travel agents, tourist guides, and tour escorts, and relevant premises, vehicles, vessels, and any other relevant areas connected to the travel agent business in accordance with the Travel Industry Ordinance, Cap. 634, Laws of Hong Kong
  2. Perform day-to-day inspections on various entities, including but not limited to onsite operations or via online medium, and record and report in writing all issues detected in accordance with the Ordinance, relevant guidelines, SOPs, codes and regulations
  3. Collate evidence and ensure all chains of evidence are intact and secured during inspections to enable the Authority to initiate legal/ disciplinary proceedings as appropriate
  4. Maintain full and complete records of all inspections conducted to ensure full audit trail
  5. Analyze available information/intelligence and report accurate findings with recommendations by compiling accurate reports for senior management
  6. Assist management in developing intelligence database pertaining to licensees and registered shops
  7. Perform outdoor duties at irregular hours including weekends and public holidays as directed by senior management
  8. Undertake other duties assigned by senior management

 Requirements:

  1. High level of professionalism and integrity to handle sensitive and confidential information which the incumbent would be constantly exposed to
  2. Holder of a University Degree with no less than 4 years of work experience, or holder of a High Diploma/ Associate Degree with no less than 6 years of work experience
  3. Experience in conducting onsite inspection is a must, preferably with law enforcement or regulatory/statutory bodies
  4. A trustworthy and self-motivated team player with strong problem solving and analytical skills, and effective communication skills and command presence to deal with difficult situation professionally and tactfully
  5. Ability to respond to contingencies, logically assess the situation, and make sound and timely decisions
  6. Good command of written English and Chinese
  7. Fluent in spoken English and Cantonese; proficient in Putonghua would be an advantage
  8. Experience in the travel industry would be advantage

This employment with the Travel Industry Authority shall be with a fixed term of three years contractual period. The offer of further employment beyond the Term will be solely at the discretion of the Travel Industry Authority.

Travel Industry Authority ("TIA")

The TIA is an independent statutory regulatory body established under the Travel Industry Ordinance (Cap. 634) (“Ordinance”).  The TIA is responsible for promoting the integrity, competence and professionalism of travel agents, tourist guides and tour escorts through a statutory licensing and regulatory system, and regulating shops that inbound tour groups are arranged to patronise through an administrative scheme. The TIA is also responsible for managing the Travel Industry Compensation Fund ("TICF") which provides outbound travellers purchasing outbound packages with protection and advising the Government on matters relating to the regulation of the travel industry. With the full commencement of the new regulatory regime on 1 September 2022, the TIA has taken up the licensing and trade regulatory roles from the Travel Agents Registry and the Travel Industry Council of Hong Kong respectively.

The TIA is headed by the Executive Director, underpinned by three Directors and other staff members to support the TIA in discharging its statutory functions and daily operation.
