Reporting to the Section Head, Data & Innovation, the role is expected to build up data models to establish strong data foundation, and lead analyses to uncover opportunities for product and process optimisation, to support internal stakeholders in improving business outcomes and in growing the Council’s B2B online marketplace and O2O business.

Responsibilities:

• Support the Section Head in identifying and integrating new datasets and working closely with the Data Insights team and Platform Development team to execute the development of data tools and systems
• Collaborate with the management and respective team leads to identify relevant data sources and sets to mine for business needs, and select the appropriate methods and tools to develop databases and data collection systems which add value to their data-driven decision-making process
• Devise and utilise algorithms and models to mine data, develop and perform processes to monitor and analyse model performance and data accuracy, driving the team to enhance its digital and data capabilities
• Explore analytical experiments and collaborate with the Council’s Data Intelligence team to devise and implement innovative statistical models such as predictive models, machine-learning algorithms
• Conduct advanced analysis to address business questions and communicate analytic findings and solutions to stakeholders, providing recommendations on improvements needed to the business initiatives and enable smart business processes
• Identify, analyze, and interpret trends or patterns in complex data sets, and present findings as visualizations and reports

Requirements:

• Bachelor’s degree in data science, mathematics, Business Analytics, Statistics, or equivalent experience, with 5-7 years of relevant experience
• Proficient in SQL and related databases
• Familiar with data visualization tools e.g. Google Big Query, Google Data Studio, Google Analytics
• Experience in Web Analytics is an advantage (i.e. Adobe Analytics)
• Familiar with Tealium and Google Tag Manager
• Ability to synthesize data and develop meaningful conclusions and predictive insights.
• Champion data-driven decision-making in your team
• Knowledge of data modelling, machine learning, cloud services is plus
• Strong analytical ability with a high degree of attention to details and problem analysis techniques
• Strong interpersonal, communication and presentation skills with good command of written and spoken English
• Analytical thinking, result-oriented, Self-motivated, enthusiastic, and fast learner
• Appetite and desire to initiate change and execute strategy
• Ability to work independently and as part of a team

Remuneration and Benefits:

Salary will be commensurate with qualifications and experience. A competitive remuneration and benefits package, including annual leave, medical and dental benefits, will be offered.
