• Review existing construction site management applications, collect and consolidate user requirements, draft functional specifications, conduct market research and request for proof-of-concepts as appropriate, prepare funding application submissions, prepare tender documents and subsequent tender evaluations for an integrated platform 
• Identify and evaluate market available I&T applications including BIM, GIS, DWSS, 5G technology, Internet of Things (IoT), digital twins, and machine learning, etc. for construction site management modernization and construction productivity enhancement
• Recommend and assist to implement those I&T applications for selected sewerage projects
• Provide advice and coordinate for collecting user requirements and comments
• Coordinate with project team, resident site staff and contractors for the tender preparation, procurement, design and development, user acceptance, training and implementation of those I&T applications at selected construction sites
• Manage and administer IT projects assigned
• Coordinate with operation teams and review existing and potential systems for the integration
• Coordinate with venders and contractors for obtaining necessary information for establishing systems
• Oversee and supervise the work of 2-3 IT staff
• Perform any other duties as assigned by senior officers

• Holder of a degree in Information Technology, Computer Science or related disciplines
• At least 15 years' post-qualification IT experience of which 7 years in similar capacity
• At least 2 years' work experience in IT projects for the Government and data warehouse
• 2 years in contract administration, tender preparation and administration
• Proficient in IT project management
• Experience on design of IT applications architecture is a must
• Knowledge on BIM and GIS is preferred
