Job Description

Key Responsibilities:

Reporting to Senior Manager (Finance), the incumbent will assume the following:

1.  Supervise subordinates in performing treasury management functions

2.  Assist in establishing, implementing and overseeing mechanisms, policies and procedures on budgeting and treasury related matters

3.  Assist in managing (and investing in) the government-funded seed money and the Travel Industry Compensation Fund (“TICF”) and reviewing investment performances of fund managers and investment reports

4.  Assist in preparation of meeting papers for Corporate Services Committee, Compensation Committee and TIA

5.  Review the cash-flow projection prepared by subordinates and ensure that sufficient funds are available to meet all operational and capital investment needs

6.  Oversee full spectrum of accounting operation of TICF

7.  Liaise with external auditor and handle annual audit exercise

8.  Be responsible for the enhancement and administration of financial management system and e-levy system

9.  Supervise subordinates to handle cases of outbound travellers’ applications of ex gratia payment

10.Review accounting journals and schedules to support month-end, quarter-end and year-end closing; and

11.Perform any other duties assigned by the senior management

 Requirements:

Applicants should be / have –

1. A Holder of a university degree in accounting, finance or related discipline

2. A Qualified member of HKICPA or equivalent

3. A minimum of 5 years of working experience in accounting field, preferably in regulatory/ government-funded bodies and/or international accounting firms

4. Experience in funding transactions or treasury operations, with knowledge in Government subvention will be a definite advantage

5. Good command of written and spoken English and Chinese

6. Knowledge in financial system implementation

7. Proficient in Microsoft Word, Excel and PowerPoint as well as Chinese Word processing; and

8. Responsible, self-motivated, mature and able to work independently in startup environment

This employment with the Travel Industry Authority shall be with a fixed term of three years contractual period. The offer of further employment beyond the Term will be solely at the discretion of the Travel Industry Authority.

Travel Industry Authority ("TIA")

The TIA is an independent statutory regulatory body established under the Travel Industry Ordinance (Cap. 634) (“Ordinance”).  The TIA is responsible for promoting the integrity, competence and professionalism of travel agents, tourist guides and tour escorts through a statutory licensing and regulatory system, and regulating shops that inbound tour groups are arranged to patronise through an administrative scheme. The TIA is also responsible for managing the Travel Industry Compensation Fund ("TICF") which provides outbound travellers purchasing outbound packages with protection and advising the Government on matters relating to the regulation of the travel industry. With the full commencement of the new regulatory regime on 1 September 2022, the TIA has taken up the licensing and trade regulatory roles from the Travel Agents Registry and the Travel Industry Council of Hong Kong respectively.

The TIA is headed by the Executive Director, underpinned by three Directors and other staff members to support the TIA in discharging its statutory functions and daily operation.
