 Project Manager - Government Software Application Development Projects

Responsibilities:

• Manage the delivery of projects of size >US$1m, which may be complex, multi-departments, cross-regions, high risk with complex business and legal terms
• Develop significant complex enterprise solutions independently and lead design activities offering complex multi domain solutions for cross-functional development teams to address complex business problems 
• Manage project financials in accordance with budget and provide an accurate forecast on financials, resources, and schedule
• Manage highly effective medium-sized project teams (may be drawn from multiple countries) and participate in cross-functional teams including internal and external resources
• Represent the Company in meetings with clients' senior management and manage relationships with client's senior management 
• Coach team members, set strategic direction for achieving goals  and resolve conflicts arising from project execution
• Apply in-depth knowledge to drive innovation and changes in processes and execution 
• Support sales and industry in the pursuit and closing of complex and large deals 

• Proven experience and skill in project management of medium to large size software application development project, particularly for HK government projects
• Possession of project management certification (PMP or PRINCE2) will be an advantage 
• Good experience of application design, development, configuration management and testing methodologies
• Able to work independently for large size new applications/application upgrade and go through complete project life cycles
• Expert in defining and applying appropriate quality assurance and security standards
• Able to work effectively with geographically distributed teams and clients
• Strong subcontractor and vendor management skills
• Experience in running projects of size >US$1m
• Strong understanding of key success factors for running medium to large-scale projects: scope; schedule, financials, people, clients, subcontractors/vendors, contractual terms, resources, etc.
• Experience in driving the development of project management capability and adoption of critical project management techniques
