Job Description

The West Kowloon Cultural District Authority welcomes exceptional talent with a passion to realise the vision and mission of making the West Kowloon Cultural District a prime local and international destination for arts, culture and entertainment.

The job holder shall be responsible for leading and managing Civil Engineering driven projects across the development.

You will be responsible for:

  • ensuring required projects’ design, cost, time and quality objectives are all met, with a specific responsibility in providing guidance to Civil Engineering tasks;
  • collaborating with other department(s) and managing the Integrated Basement and Underground Road Works (“IB/UR”) and Public Infrastructure Works (“PIW”) entrusted by the Civil Engineering Development Department (“CEDD”) to the Authority;
  • responsible for day-to-day liaison CEDD and other Government Departments in resolving management and technical issues arising;
  • overseeing all aspects of the engineering project management from strategy formulation, development, procurement, cost control and programme;
  • collaborating with the Construction Projects Department and Project Procurement and Control Department in Projects Division in their specific scope and job duties;
  • managing the Consultants to timely deliver design according to programme and budget requirements of assigned projects;
  • presenting key design, cost and time issues to the Management and make recommendations for problem resolving;
  • regularly reporting key project details including design development, statutory submissions and approvals, construction progress and aspects to the Management;
  • managing the multi-disciplinary design as well as the performance of Consultants and Contractors of assigned projects;
  • collaborating with Project Managers in Projects Division to provide support in review of design, construction submissions and contracts;
  • collaborating with Project Procurement and Control Department in Projects Division to assess variations and contractual claims submitted by Consultants and Contractors and make recommendations; and
  • performing any other duties from time to time as the Authority may reasonably direct.

You should:

  • possess a recognised University Degree in Civil Engineering or equivalent;
  • be a Corporate Member of the Hong Kong Institution of Engineers (“HKIE”) or equivalent
  • have at least 15 years of post-qualification experience including the design and management of major building or Civil Engineering projects, of which 10 years should be at management level;
  • possess superior knowledge and practice in Civil Engineering;
  • have demonstrable Civil Engineering and associated project management skills and experience;
  • have a thorough understanding of Civil Engineering design and be technically competent in multi-disciplinary design integration;
  • demonstrate excellent skills and technical expertise in managing major engineering projects and stakeholders, including specifically design management, cost management, project programme and quality to achieve the projects’ objectives;
  • preferably have experience in dealing with Government Entrusted Works; and
  • have excellent oral and written communication skills in both English and Chinese and interpersonal skills.
