Job Responsibilities
  • Manage the full spectrum of recruitment life cycle and budget. Lead the recruitment team to deliver staffing solutions according to the KPI.
  • Responsible for hiring 100 to 150+ Research Engineers per annum at all levels, including using Social Media and other means for connecting and cold-calls to potential research engineering candidates
  • Interested in the process of talent acquisition in terms of recruiting talents and finding talents globally, especially for research engineers
  • Passionate about talent acquisition and creative in using all channels for recruitment in priority to HR administration
  • Partner with the leadership team and HR operations to identify and prioritize current and future talent needs
  • Formulate and execute recruitment strategies, policies, and programs that deliver internal and external recruiting results to meet ASTRI’s strategic needs
  • Develop a talent acquisition model, implement workforce plans and maintain talent intelligence
  • Analyze recruitment efficiency and effectiveness for continuous improvement.   Initiate and implement improvement measures as appropriate.
  • Responsible for staffing-related reports to the management in a timely manner
Requirements
  • Bachelor or higher degree in Human Resources Management, Business or related disciplines with a minimum of 10+ years of talent acquisition (or related HR) experience, with 3+ years of experience leading recruiters within complex and multi-faceted organizational structures. Candidates with a minimum of 6+ years of talent acquisition will be considered for the Associate Director post.
  • Candidates with substantial experience can be considered as Director, Talent Acquisition
  • Either Director of Talent Acquisition or Associate Director of Talent Acquisition will report to the Chief Administrative Officer. Associate Director will have a chance to prove himself/herself in this role before promoting to become Director.
  • Proven ability to deliver staffing solutions and lead complex projects with successful program/project management and process orientation
  • Must be hands-on and prepared to work closely with the team and at the same time able to provide strategic talent solutions as a Lead of the team
  • Solution-oriented and can think out of the box. Self-motivated with the ability to influence across different levels of the organization.  Able to analyze key business drivers/metrics and with in-depth knowledge of recruiting in the intelligence community.
  • An effective communicator proficiency in written and spoken English, Cantonese, and Putonghua

The appointment will be on renewable contract terms with a competitive salary and performance-linked variable pay. Fringe benefits include paid leave, medical and dental benefits, insurance coverage and contribution to MPF. The incumbent will normally work a five-day week.
