Job Description

Duties
  1. Act as a Buyer for procurement activities of various service categories with focus on IT service procurement, equipment and facilities management or property related purchase;
  2. Work closely with internal users to ascertain procurement needs and specifications, and develop appropriate procurement strategy;
  3. Implement full spectrum of procurement activities (including sourcing, supply market analysis, preparation of RFP / Tender / Purchase Order / Contract, review and closing of outstanding orders) and vendor management;
  4. Ensure compliance with the University’s policies and procedures; and
  5. Assist in ad-hoc procurement initiatives and report analysis to management.

Requirements
  1. A Bachelor’s degree in Business Administration / Procurement / Supply Chain Management / Information Technology / Construction or related disciplines;
  2. At least 4 years’ relevant working experience in sizable organisations with exposure to procurement terms and conditions;
  3. Demonstrated knowledge of sourcing techniques, procurement procedures and contract negotiation skills;
  4. A highly motivated individual with strong communication skills as well as a positive and a team player attitude;
  5. Ability to work closely with other stakeholders within the University;
  6. Strong planning, organisation and sourcing techniques with contract management and analytical principles;
  7. Good command of written and spoken English and Chinese (including Putonghua); and
  8. Proficiency in computer applications (such as MS Word, Excel and Powerpoint) are required. 
  9. Knowledge of Oracle e-Procurement and e-Tendering system is preferred.

Candidates with less relevant experience may be considered as Procurement Officer II.

Shortlisted candidates will be invited for a written test.

Salary and Conditions of Service

Remuneration package will be highly competitive, commensurate with qualifications and experience.  Appointment will be made on a fixed-term contract; fringe benefits include gratuity, leave, medical and dental schemes.
