Job Description
Finance and Supplies Division

Major Duties:
(a) To head the Finance and Supplies Division and to lead its functions and activities in relation to financial & costing management, accounting, and supplies & procurement to ensure the relevance, responsiveness, quality and cost effectiveness;
(b) To formulate and undertake financial planning and analysis in support of the Council's strategies and initiatives;
(c) To steer preparation of the Annual Plan and Annual Estimates of Income and Expenditure, and to liaise with the Education Bureau, Labour and Welfare Bureau, and other government bureaus / departments;
(d) To devise and execute corporate finance and supplies related policies, and to ensure their compliance with the Council's mission and statutory requirements;
(e) To communicate effectively and collaborate closely with the management, operational units on the formulation of finance and supplies related policies, systems, and procedures; and
(f) To manage quality assurance system and procedures, and ensure effective implementation.
Requirements:
(a) A recognized relevant degree and professional qualification(s), and preferably with a postgraduate qualification;
(b) Substantial managerial experience at a senior level in financial management of sizeable organization(s), preferably with solid experience in public / education sector;
(c) Strong leadership qualities and interpersonal skills, with exceptional ability to drive and manage changes;
(d) Strong capability in strategic thinking, time management and forward planning;
(e) Sensitivity to economic trends, business environment and technology applications in finance and supplies related professions; and
(f) Excellent command of English and Chinese, preferably including Putonghua.

The post is in the rank of “Assistant Executive Director”.
